为(wei)深入贯彻落(luo)实(shi)党中央、国务院关于碳(tan)达峰碳(tan)中和重大战略决策部署,根据《工(gong)业领域碳(tan)达峰实(shi)施方(fang)案(an)(an)》《新疆维(wei)吾尔自治(zhi)区(qu)碳(tan)达峰实(shi)施方(fang)案(an)(an)》《新疆维(wei)吾尔自治(zhi)区(qu)工(gong)业高质量发展“十(shi)四(si)五”规划(hua)》,制(zhi)定本实(shi)施方(fang)案(an)(an)。

 一、总体要(yao)求

(一)指导思想

(二)基本原则

系(xi)统推进,稳(wen)(wen)妥有(you)序。牢牢聚焦高质量发展首要(yao)任务,树立(li)全(quan)(quan)(quan)局观念,坚(jian)持“全(quan)(quan)(quan)疆一盘棋(qi)”“兵(bing)地(di)(di)一盘棋(qi)”,立(li)足(zu)工(gong)业(ye)(ye)实际,释放优势潜力(li),因地(di)(di)制宜、扬长避(bi)短,增强系(xi)统观念,在促进制造业(ye)(ye)稳(wen)(wen)步发展,保持产业(ye)(ye)链供(gong)应链安全(quan)(quan)(quan)、满足(zu)合理消费(fei)需求的前提下,将碳达(da)峰碳中和目(mu)标贯穿工(gong)业(ye)(ye)生(sheng)产各(ge)方面和全(quan)(quan)(quan)过程,先立(li)后破,安全(quan)(quan)(quan)稳(wen)(wen)妥有(you)序推进工(gong)业(ye)(ye)领域碳达(da)峰各(ge)项任务。

效(xiao)率(lv)优(you)先,源(yuan)头(tou)把控。持(chi)续推(tui)进生(sheng)态优(you)先、节(jie)约(yue)(yue)集约(yue)(yue)、绿(lv)色低碳发(fa)展,促进工业经济绿(lv)色转型。坚持(chi)把节(jie)约(yue)(yue)能(neng)(neng)源(yuan)资源(yuan)放(fang)在首位,提升能(neng)(neng)源(yuan)资源(yuan)利用效(xiao)率(lv),优(you)化用能(neng)(neng)和原料(liao)结构,推(tui)动能(neng)(neng)源(yuan)资源(yuan)循环化利用,加强产业耦合链接(jie),推(tui)进减污降碳协(xie)同增效(xiao),持(chi)续降低单位产出(chu)能(neng)(neng)源(yuan)资源(yuan)消耗,从(cong)源(yuan)头(tou)减少二氧化碳排放(fang)。

创(chuang)新驱动,数字赋能(neng)(neng)。坚持(chi)把创(chuang)新作为(wei)第一驱动力,聚(ju)焦工(gong)业降(jiang)碳(tan)关键环节,推进重(zhong)大(da)低(di)碳(tan)技术工(gong)艺装备攻(gong)关,强(qiang)化(hua)(hua)新一代信息技术在绿色(se)(se)低(di)碳(tan)领域的(de)创(chuang)新应(ying)用(yong),以数字化(hua)(hua)智(zhi)能(neng)(neng)化(hua)(hua)赋能(neng)(neng)绿色(se)(se)化(hua)(hua)低(di)碳(tan)化(hua)(hua),培育壮大(da)绿色(se)(se)低(di)碳(tan)新动能(neng)(neng)。

政(zheng)策引领,市场主(zhu)导(dao)。坚(jian)持(chi)双轮(lun)驱动(dong),发挥政(zheng)府在(zai)试(shi)点示范(fan)、要素投入等方面的引导(dao)作用(yong),加强服(fu)务监管职能,充分发挥市场在(zai)资源配置中的决定性(xing)作用(yong),激发企(qi)业活(huo)力,持(chi)续构建以企(qi)业为主(zhu)体(ti)、市场为主(zhu)导(dao)的工业低碳发展推(tui)进(jin)机制。

“十四(si)五”期(qi)间,工(gong)业结构和能(neng)源消费结构持续优化,能(neng)源资源利用效率显(xian)(xian)著提升,建(jian)成一批绿色(se)工(gong)厂和绿色(se)工(gong)业园区,研(yan)发、示范、推(tui)广一批减排效果(guo)显(xian)(xian)著的低碳(tan)零碳(tan)负碳(tan)技术装(zhuang)备工(gong)艺产品,筑牢工(gong)业领域碳(tan)达峰(feng)基(ji)础。到2025年,规模以上单(dan)位工(gong)业增加值能(neng)耗(hao)下降17%,重点行业二氧化碳(tan)排放强度明显(xian)(xian)下降。

“十五五”期间,工(gong)业(ye)结(jie)(jie)构和能(neng)源消费结(jie)(jie)构进一步(bu)优(you)化(hua),工(gong)业(ye)能(neng)耗强度(du)(du)、二氧化(hua)碳排放强度(du)(du)持续下降(jiang),在实(shi)现工(gong)业(ye)领域碳达峰的(de)基础上强化(hua)碳中和能(neng)力(li),基本建立以高效、绿色、循环(huan)、低(di)碳为(wei)重要特征的(de)现代工(gong)业(ye)体系。力(li)争(zheng)工(gong)业(ye)领域二氧化(hua)碳排放在2030年前达峰。

二、主要任务

(一)深度优化产(chan)业结构,加快构建低碳工业体系(xi)

4.优化重(zhong)点行(xing)(xing)业(ye)产(chan)能(neng)规模。严(yan)格落(luo)(luo)(luo)实(shi)(shi)钢(gang)(gang)铁(tie)、水泥、平板玻(bo)璃(光伏压延玻(bo)璃除(chu)外)、电(dian)解铝等行(xing)(xing)业(ye)产(chan)能(neng)置(zhi)换政策(ce),加强(qiang)重(zhong)点行(xing)(xing)业(ye)产(chan)能(neng)过剩(sheng)分析预警(jing)和(he)窗口指(zhi)导,加快化解过剩(sheng)产(chan)能(neng),实(shi)(shi)施水泥常(chang)态化错峰生(sheng)产(chan)。落(luo)(luo)(luo)实(shi)(shi)环保(bao)、能(neng)耗、质量、安全(quan)、技术为主的综(zong)合标(biao)准(zhun)体(ti)系,严(yan)格常(chang)态化执法和(he)强(qiang)制性(xing)标(biao)准(zhun)实(shi)(shi)施,巩固重(zhong)点工(gong)业(ye)行(xing)(xing)业(ye)淘汰(tai)落(luo)(luo)(luo)后产(chan)能(neng)工(gong)作成效,组(zu)织开展钢(gang)(gang)铁(tie)、水泥、平板玻(bo)璃、电(dian)解铝、焦(jiao)化、砖瓦等重(zhong)点工(gong)业(ye)行(xing)(xing)业(ye)淘汰(tai)落(luo)(luo)(luo)后产(chan)能(neng)“回头看”专项检查,确(que)保(bao)落(luo)(luo)(luo)后产(chan)能(neng)应退尽退。

(二)转变工(gong)业(ye)用(yong)能方(fang)式,推进能源消费低(di)碳(tan)化(hua)

1.推(tui)动工(gong)业用(yong)能(neng)绿(lv)色转(zhuan)型。用(yong)好“可再(zai)生(sheng)能(neng)源(yuan)和(he)原(yuan)料(liao)(liao)用(yong)能(neng)不纳(na)入能(neng)源(yuan)消(xiao)费总(zong)量控制”等政策,有序推(tui)进燃料(liao)(liao)用(yong)煤减(jian)量替代(dai),逐(zhu)步提高绿(lv)电(dian)(dian)消(xiao)费比重。加大天然气消(xiao)费,推(tui)广(guang)煤改(gai)气、煤改(gai)电(dian)(dian)工(gong)程,合理引(yin)导工(gong)业用(yong)气和(he)化工(gong)原(yuan)料(liao)(liao)用(yong)气增(zeng)长。鼓励(li)企业、园区就近利用(yong)清洁能(neng)源(yuan),鼓励(li)企业通过投(tou)资可再(zai)生(sheng)能(neng)源(yuan)发电(dian)(dian)项目、参与分布式(shi)发电(dian)(dian)市场化交易(yi)、购(gou)买绿(lv)色电(dian)(dian)力证(zheng)书等方式(shi)选用(yong)清洁能(neng)源(yuan),提高非化石(shi)能(neng)源(yuan)消(xiao)费占(zhan)比,从(cong)源(yuan)头减(jian)少碳(tan)排放(fang)。

2.提升(sheng)工(gong)(gong)业(ye)(ye)用能(neng)电(dian)(dian)(dian)气(qi)化水平(ping)。拓宽电(dian)(dian)(dian)能(neng)替(ti)代领域,稳步推(tui)动“以电(dian)(dian)(dian)代煤”,鼓励有条(tiao)件(jian)的企业(ye)(ye)以先进用电(dian)(dian)(dian)生产工(gong)(gong)艺(yi)替(ti)代传统(tong)生产工(gong)(gong)艺(yi),在钢铁行(xing)(xing)业(ye)(ye)推(tui)行(xing)(xing)全废钢电(dian)(dian)(dian)炉(lu)(lu)工(gong)(gong)艺(yi),在陶瓷行(xing)(xing)业(ye)(ye)推(tui)广电(dian)(dian)(dian)锅(guo)炉(lu)(lu)、电(dian)(dian)(dian)窑炉(lu)(lu)、电(dian)(dian)(dian)加热(re)等技术。开(kai)展高(gao)(gao)温热(re)泵(beng)、大(da)功率电(dian)(dian)(dian)热(re)储能(neng)锅(guo)炉(lu)(lu)等电(dian)(dian)(dian)能(neng)替(ti)代,实施中低(di)温热(re)源(yuan)电(dian)(dian)(dian)气(qi)化改造(zao),扩大(da)电(dian)(dian)(dian)气(qi)化终端用能(neng)设备使用比(bi)例(li)。加强工(gong)(gong)业(ye)(ye)领域电(dian)(dian)(dian)力(li)需求(qiu)侧(ce)(ce)管理,开(kai)展工(gong)(gong)业(ye)(ye)领域电(dian)(dian)(dian)力(li)需求(qiu)侧(ce)(ce)管理示范企业(ye)(ye)和园区创建,引导企业(ye)(ye)实施电(dian)(dian)(dian)力(li)需求(qiu)侧(ce)(ce)响应,提高(gao)(gao)电(dian)(dian)(dian)能(neng)利用效率,推(tui)进工(gong)(gong)业(ye)(ye)用能(neng)电(dian)(dian)(dian)气(qi)化。

(三)深挖(wa)工(gong)业节能潜(qian)力,全面提(ti)升能效水(shui)平

1.引导(dao)企(qi)业(ye)建(jian)立能(neng)(neng)源(yuan)(yuan)管(guan)理(li)体(ti)系(xi)。推动重(zhong)点(dian)用(yong)(yong)能(neng)(neng)企(qi)业(ye)建(jian)立节能(neng)(neng)目(mu)标责任(ren)制,开(kai)展能(neng)(neng)源(yuan)(yuan)管(guan)理(li)体(ti)系(xi)认证,按照(zhao)《能(neng)(neng)源(yuan)(yuan)管(guan)理(li)体(ti)系(xi)要(yao)求及使用(yong)(yong)指(zhi)南》,设置能(neng)(neng)源(yuan)(yuan)管(guan)理(li)岗位,建(jian)立和(he)(he)有(you)效(xiao)运(yun)行企(qi)业(ye)能(neng)(neng)源(yuan)(yuan)管(guan)理(li)体(ti)系(xi)。落实能(neng)(neng)源(yuan)(yuan)消费(fei)统计(ji)和(he)(he)能(neng)(neng)源(yuan)(yuan)利用(yong)(yong)状(zhuang)况报告制度,定期开(kai)展能(neng)(neng)源(yuan)(yuan)审计(ji)、节能(neng)(neng)诊断,鼓励企(qi)业(ye)按照(zhao)自愿原则(ze)发布能(neng)(neng)源(yuan)(yuan)利用(yong)(yong)状(zhuang)况年度报告。

2.常态化开展工业(ye)(ye)节(jie)(jie)能(neng)(neng)(neng)(neng)监(jian)(jian)察(cha)。完(wan)善监(jian)(jian)察(cha)工作(zuo)机制(zhi),规(gui)(gui)范执法程序,加强(qiang)(qiang)能(neng)(neng)(neng)(neng)力建设(she),创新监(jian)(jian)察(cha)方(fang)式,提高(gao)监(jian)(jian)察(cha)效能(neng)(neng)(neng)(neng),强(qiang)(qiang)化结果(guo)运(yun)用(yong),实(shi)现高(gao)耗(hao)能(neng)(neng)(neng)(neng)行业(ye)(ye)重点用(yong)能(neng)(neng)(neng)(neng)企(qi)(qi)业(ye)(ye)节(jie)(jie)能(neng)(neng)(neng)(neng)监(jian)(jian)察(cha)全覆盖,持续(xu)推动(dong)企(qi)(qi)业(ye)(ye)依(yi)(yi)法依(yi)(yi)规(gui)(gui)合理用(yong)能(neng)(neng)(neng)(neng)。依(yi)(yi)法开展落实(shi)强(qiang)(qiang)制(zhi)性能(neng)(neng)(neng)(neng)耗(hao)能(neng)(neng)(neng)(neng)效标准(zhun)、淘汰落后用(yong)能(neng)(neng)(neng)(neng)设(she)备等(deng)情况专项监(jian)(jian)察(cha)和督查,对(dui)违法违规(gui)(gui)企(qi)(qi)业(ye)(ye)依(yi)(yi)法依(yi)(yi)规(gui)(gui)处理。

3.组织开展节(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)技(ji)术(shu)(shu)改(gai)造(zao)。聚焦重点高耗(hao)能(neng)(neng)行业(ye),分(fen)步(bu)实(shi)施(shi)、有序推进(jin)节(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)技(ji)术(shu)(shu)改(gai)造(zao)。实(shi)施(shi)工业(ye)能(neng)(neng)效提升(sheng)计(ji)划(hua),推动重点用能(neng)(neng)设备节(jie)能(neng)(neng)改(gai)造(zao)。实(shi)施(shi)一批(pi)节(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)示范项目,培(pei)育一批(pi)能(neng)(neng)效领跑者企业(ye),发(fa)布一批(pi)重大(da)低(di)碳(tan)(tan)技(ji)术(shu)(shu),推广一批(pi)先进(jin)适用节(jie)能(neng)(neng)低(di)碳(tan)(tan)技(ji)术(shu)(shu)和工艺装备。到2025年,钢铁、电解铝、水泥、平(ping)板玻璃、炼(lian)油、乙(yi)烯、合(he)成氨等重点行业(ye)企业(ye)达(da)到基(ji)准(zhun)水平(ping),标杆水平(ping)的(de)产能(neng)(neng)比例达(da)到30%。

(四)全面推行绿色制造,引领工业低碳发展

1.培育绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)工(gong)厂(chang)。引导重(zhong)点用能单位积极创(chuang)(chuang)建绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)工(gong)厂(chang),开(kai)展绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)制造技术创(chuang)(chuang)新与集(ji)成(cheng)应用。对(dui)绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)工(gong)厂(chang)开(kai)展全过程(cheng)动(dong)态化管(guan)理(li),强化对(dui)第三方评价机(ji)构(gou)监督管(guan)理(li),鼓(gu)励绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)工(gong)厂(chang)编制绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)低碳(tan)年度发(fa)展报告。在绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)工(gong)厂(chang)基(ji)础上(shang)建设一批“超级能效”工(gong)厂(chang)。到(dao)2025年,累计(ji)创(chuang)(chuang)建自治区级以上(shang)绿(lv)(lv)(lv)(lv)色(se)(se)(se)(se)工(gong)厂(chang)200家。

2.构(gou)(gou)建绿(lv)色低(di)碳(tan)供应链(lian)(lian)(lian)。支持(chi)具有生态主导能力的(de)产(chan)业链(lian)(lian)(lian)链(lian)(lian)(lian)主企业,构(gou)(gou)建上(shang)下游联动(dong)的(de)低(di)碳(tan)产(chan)业链(lian)(lian)(lian)供应链(lian)(lian)(lian),鼓励(li)(li)“一(yi)(yi)链(lian)(lian)(lian)一(yi)(yi)策”制定(ding)产(chan)业链(lian)(lian)(lian)低(di)碳(tan)方(fang)案,发(fa)布核心供应商(shang)碳(tan)减排成效报告(gao)。鼓励(li)(li)有条件的(de)工业企业加快铁路专(zhuan)用线、管道(dao)基础设施建设,优(you)化(hua)货物(wu)运输方(fang)式(shi),推动(dong)运输结构(gou)(gou)调整。到(dao)2025年,累计(ji)创建自治(zhi)区级以上(shang)绿(lv)色供应链(lian)(lian)(lian)管理示范企业10家。

3.建(jian)(jian)设(she)绿(lv)色(se)(se)(se)低碳(tan)工业(ye)(ye)园区(qu)(qu)。鼓励创建(jian)(jian)绿(lv)色(se)(se)(se)工业(ye)(ye)园区(qu)(qu),通(tong)过“横向耦合(he)、纵向延伸(shen)”,推(tui)进(jin)乌(wu)鲁木齐甘泉堡(bao)经济技术开发区(qu)(qu)、库(ku)尔勒经济技术开发区(qu)(qu)、奎屯—独山子(zi)经济技术开发区(qu)(qu)等(deng)(deng)国家(jia)级(ji)(ji)园区(qu)(qu)以及米东化工工业(ye)(ye)园、克拉(la)玛依高新(xin)技术产(chan)(chan)业(ye)(ye)开发区(qu)(qu)、鄯善(shan)工业(ye)(ye)园区(qu)(qu)等(deng)(deng)自治(zhi)(zhi)区(qu)(qu)级(ji)(ji)园区(qu)(qu)循环化改造(zao),促进(jin)园区(qu)(qu)内(nei)企业(ye)(ye)废(fei)物资源(yuan)交换利(li)用和能(neng)源(yuan)资源(yuan)交互(hu)利(li)用,加强(qiang)工业(ye)(ye)余热余压(ya)、废(fei)水(shui)废(fei)气废(fei)液资源(yuan)化利(li)用,完善(shan)园区(qu)(qu)内(nei)产(chan)(chan)业(ye)(ye)的绿(lv)色(se)(se)(se)低碳(tan)链条,推(tui)动(dong)基础设(she)施(shi)共建(jian)(jian)共享,推(tui)动(dong)绿(lv)色(se)(se)(se)园区(qu)(qu)向近零(ling)碳(tan)、零(ling)碳(tan)园区(qu)(qu)升级(ji)(ji)改造(zao)。到2025年,累(lei)计创建(jian)(jian)自治(zhi)(zhi)区(qu)(qu)级(ji)(ji)以上(shang)绿(lv)色(se)(se)(se)低碳(tan)工业(ye)(ye)园区(qu)(qu)15家(jia)。

4.推(tui)动中小企(qi)(qi)业绿(lv)(lv)色(se)低(di)碳发展。强(qiang)化中小企(qi)(qi)业绿(lv)(lv)色(se)发展意(yi)识,引导中小企(qi)(qi)业优化资源(yuan)配置,建立绿(lv)(lv)色(se)生产(chan)模式。为(wei)(wei)中小企(qi)(qi)业开展节能(neng)诊断服务(wu),提升中小企(qi)(qi)业绿(lv)(lv)色(se)发展专业化能(neng)力(li)。在绿(lv)(lv)色(se)低(di)碳产(chan)品(pin)开发和技术创新等(deng)领域培育一批专精特(te)新“小巨人”,为(wei)(wei)中小企(qi)(qi)业打造(zao)普惠(hui)的(de)低(di)碳公共服务(wu)平(ping)台。

5.全面提升清(qing)(qing)洁(jie)生(sheng)(sheng)产水平(ping)。深入(ru)开展(zhan)清(qing)(qing)洁(jie)生(sheng)(sheng)产审核(he)和(he)评价认证(zheng),进一步规(gui)范清(qing)(qing)洁(jie)生(sheng)(sheng)产审核(he)行为,提高(gao)清(qing)(qing)洁(jie)生(sheng)(sheng)产审核(he)质量。开展(zhan)源头(tou)控(kong)制与过(guo)程(cheng)削减(jian)协同(tong),对重点行业实施(shi)节能、节水、节材、减(jian)污(wu)(wu)(wu)、降碳等系统(tong)性(xing)清(qing)(qing)洁(jie)生(sheng)(sheng)产改造。针对重点污(wu)(wu)(wu)染(ran)物排(pai)放量大的(de)工(gong)(gong)艺环节,研(yan)发推广减(jian)污(wu)(wu)(wu)工(gong)(gong)艺和(he)设备,开展(zhan)应用示范。全面提升先进制造业和(he)重点产业的(de)清(qing)(qing)洁(jie)生(sheng)(sheng)产水平(ping)。

(五)大(da)力发展(zhan)循环经济(ji),促进(jin)资(zi)源节(jie)约增(zeng)效降碳

1.推动使用低(di)碳原(yuan)料(liao)(liao)。在保(bao)证水(shui)泥产(chan)品(pin)质量的前提(ti)(ti)(ti)下,推广(guang)高固废(fei)掺量的低(di)碳水(shui)泥生(sheng)(sheng)产(chan)技术,引导水(shui)泥企(qi)(qi)业(ye)(ye)使用非碳酸盐(yan)原(yuan)料(liao)(liao)制(zhi)(zhi)水(shui)泥。推进水(shui)泥窑(yao)协同处置(zhi)垃(la)圾衍(yan)生(sheng)(sheng)可燃(ran)物(wu)。鼓(gu)励(li)(li)有(you)条(tiao)件的企(qi)(qi)业(ye)(ye)利用可再生(sheng)(sheng)能源(yuan)制(zhi)(zhi)氢,优化(hua)煤化(hua)工、合成氨、甲醇等原(yuan)料(liao)(liao)结构。支持(chi)发展生(sheng)(sheng)物(wu)质化(hua)工,推动石(shi)化(hua)原(yuan)料(liao)(liao)多(duo)元化(hua)。鼓(gu)励(li)(li)依法依规进口再生(sheng)(sheng)原(yuan)料(liao)(liao),提(ti)(ti)(ti)升(sheng)再生(sheng)(sheng)资(zi)(zi)源(yuan)供给能力。提(ti)(ti)(ti)高再生(sheng)(sheng)资(zi)(zi)源(yuan)原(yuan)料(liao)(liao)替代比例(li),重点加强(qiang)废(fei)钢铁、废(fei)有(you)色(se)金属(shu)、废(fei)塑(su)料(liao)(liao)等重点品(pin)种对原(yuan)生(sheng)(sheng)资(zi)(zi)源(yuan)替代。

2.加(jia)强工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong)。落实资(zi)(zi)(zi)源综合(he)(he)利(li)用(yong)(yong)(yong)(yong)税收(shou)优惠(hui)政策(ce),开(kai)展资(zi)(zi)(zi)源利(li)用(yong)(yong)(yong)(yong)评价。以高值化(hua)、规模化(hua)、集约化(hua)利(li)用(yong)(yong)(yong)(yong)为重(zhong)点,推(tui)进(jin)尾矿、粉煤灰(hui)、煤矸石(shi)(shi)、工(gong)业(ye)(ye)(ye)(ye)(ye)副(fu)产石(shi)(shi)膏、冶炼渣等大宗(zong)(zong)(zong)工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong),进(jin)一步(bu)提(ti)高大宗(zong)(zong)(zong)工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)。加(jia)快全(quan)固(gu)(gu)(gu)废(fei)(fei)胶凝材(cai)料(liao)、全(quan)固(gu)(gu)(gu)废(fei)(fei)绿色混凝土等技术研发推(tui)广。在工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)产生量大、堆存量大的区域深入推(tui)进(jin)工(gong)业(ye)(ye)(ye)(ye)(ye)资(zi)(zi)(zi)源综合(he)(he)利(li)用(yong)(yong)(yong)(yong)基(ji)地建设,培(pei)育(yu)工(gong)业(ye)(ye)(ye)(ye)(ye)资(zi)(zi)(zi)源综合(he)(he)利(li)用(yong)(yong)(yong)(yong)骨干企业(ye)(ye)(ye)(ye)(ye),提(ti)升(sheng)(sheng)资(zi)(zi)(zi)源综合(he)(he)利(li)用(yong)(yong)(yong)(yong)产业(ye)(ye)(ye)(ye)(ye)发展水平(ping)。到(dao)(dao)2025年,力(li)争大宗(zong)(zong)(zong)工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)达到(dao)(dao)57%。到(dao)(dao)2030年,产业(ye)(ye)(ye)(ye)(ye)协(xie)同、上下游(you)协(xie)同的大宗(zong)(zong)(zong)工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong)格局(ju)基(ji)本形(xing)成(cheng),大宗(zong)(zong)(zong)工(gong)业(ye)(ye)(ye)(ye)(ye)固(gu)(gu)(gu)废(fei)(fei)综合(he)(he)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)进(jin)一步(bu)提(ti)升(sheng)(sheng)至62%。

3.完善再(zai)生(sheng)资(zi)源(yuan)(yuan)循环利(li)用(yong)体系(xi)。延伸再(zai)生(sheng)资(zi)源(yuan)(yuan)精深加工产(chan)业链条(tiao),推动(dong)(dong)废金属、废塑(su)料(liao)、废旧(jiu)轮胎(tai)等(deng)再(zai)生(sheng)资(zi)源(yuan)(yuan)高(gao)(gao)值利(li)用(yong),提(ti)升再(zai)生(sheng)资(zi)源(yuan)(yuan)利(li)用(yong)率。实施再(zai)生(sheng)资(zi)源(yuan)(yuan)行(xing)业规范(fan)管(guan)理(li),鼓励符合规范(fan)条(tiao)件(jian)的企业公(gong)布碳(tan)足(zu)迹。促进(jin)钢铁(tie)、铜、铝(lv)、铅、锌、镍、钴、锂(li)等(deng)高(gao)(gao)效再(zai)生(sheng)循环利(li)用(yong)。研(yan)究(jiu)退役光伏组件(jian)、废弃(qi)风电叶片(pian)等(deng)资(zi)源(yuan)(yuan)化利(li)用(yong)的技术路(lu)(lu)线和(he)实施路(lu)(lu)径(jing)。围绕电器电子、汽车(che)等(deng)产(chan)品,推行(xing)生(sheng)产(chan)者责任延伸制度(du)。推动(dong)(dong)新能源(yuan)(yuan)汽车(che)动(dong)(dong)力电池回(hui)收利(li)用(yong)体系(xi)建设。

(六)加(jia)快低(di)碳技术创(chuang)新(xin),提供工业降碳科技支撑

1.推进低碳(tan)技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)攻关(guan)(guan)(guan)和产业应用。强(qiang)化关(guan)(guan)(guan)键共性技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)攻关(guan)(guan)(guan),在化石(shi)能(neng)源(yuan)清洁高(gao)(gao)效利用、大容量风电、高(gao)(gao)效光伏、高(gao)(gao)效储能(neng)、可再生(sheng)能(neng)源(yuan)制氢(qing)、温(wen)和条件(jian)二氧化碳(tan)资源(yuan)化利用等(deng)重(zhong)点(dian)领域布(bu)局(ju)一批科技(ji)(ji)(ji)(ji)项目,着力(li)实现风电关(guan)(guan)(guan)键设(she)备及零部(bu)件(jian)、煤制气与(yu)其他化工产品季节(jie)性转换(huan)工艺(yi)(yi)技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)的突破。加快成果转移转化,推动先进适用低碳(tan)技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)、碳(tan)捕集利用与(yu)封(feng)存技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)、首(shou)台(套)重(zhong)大技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)装备等(deng)先进低碳(tan)新(xin)技(ji)(ji)(ji)(ji)术(shu)(shu)(shu)(shu)、新(xin)工艺(yi)(yi)、新(xin)设(she)备、新(xin)材料示范(fan)和推广。优(you)先支持新(xin)疆油田(tian)、吐哈(ha)油田(tian)碳(tan)封(feng)存示范(fan),建立一批百(bai)万吨级(ji)以上的全流程试(shi)验示范(fan)项目。支持煤电、石(shi)化化工、冶(ye)金(jin)、建材等(deng)行业开(kai)展(zhan)二氧化碳(tan)回收与(yu)循环利用试(shi)点(dian)示范(fan)。

2.开展(zhan)低碳(tan)化技(ji)术(shu)(shu)(shu)改造示(shi)范(fan)。聚焦(jiao)钢铁、建材、石化化工(gong)(gong)、有(you)色金(jin)属等(deng)行业(ye),实施工(gong)(gong)艺深(shen)度脱碳(tan)、原燃料替代(dai)、工(gong)(gong)业(ye)流程再(zai)造、电气(qi)化改造、二氧化碳(tan)回(hui)收(shou)与循环利用等(deng)低碳(tan)技(ji)术(shu)(shu)(shu)示(shi)范(fan)工(gong)(gong)程。推(tui)进生(sheng)产制造工(gong)(gong)艺革新和设备改造,减少工(gong)(gong)业(ye)过程温室(shi)气(qi)体排(pai)放。鼓(gu)励大(da)型龙头企业(ye)发挥(hui)引领(ling)作用,形成一(yi)批可复制可推(tui)广的行业(ye)方(fang)案和技(ji)术(shu)(shu)(shu)经验。

3.强化(hua)低(di)(di)碳(tan)技(ji)术创(chuang)(chuang)新(xin)(xin)(xin)载体(ti)(ti)平台(tai)建设。推(tui)(tui)动构建以企业(ye)为主体(ti)(ti),产学研协(xie)作、上下游协(xie)同的低(di)(di)碳(tan)零碳(tan)负碳(tan)技(ji)术创(chuang)(chuang)新(xin)(xin)(xin)体(ti)(ti)系。深化(hua)创(chuang)(chuang)新(xin)(xin)(xin)驱动发展(zhan),着(zhe)力打造丝(si)绸(chou)之路(lu)经济带(dai)区(qu)域创(chuang)(chuang)新(xin)(xin)(xin)高地,加(jia)快培育建设国家实验室(shi)新(xin)(xin)(xin)疆基地、全国重(zhong)点(dian)实验室(shi)、国家技(ji)术创(chuang)(chuang)新(xin)(xin)(xin)中(zhong)(zhong)心(xin)等国家级平台(tai),推(tui)(tui)动国有企业(ye)建设科(ke)技(ji)研发平台(tai)。围绕化(hua)工新(xin)(xin)(xin)能源、新(xin)(xin)(xin)材料等优(you)势产业(ye),瞄(miao)准国内外(wai)科(ke)技(ji)前沿,加(jia)强与高校、科(ke)研院所合作,推(tui)(tui)进低(di)(di)碳(tan)领域新(xin)(xin)(xin)型(xing)研发机(ji)构和重(zhong)大产业(ye)创(chuang)(chuang)新(xin)(xin)(xin)平台(tai)建设,积极(ji)创(chuang)(chuang)建国家级和自治区(qu)级低(di)(di)碳(tan)技(ji)术重(zhong)点(dian)实验室(shi)、工程研究中(zhong)(zhong)心(xin)、制造业(ye)创(chuang)(chuang)新(xin)(xin)(xin)中(zhong)(zhong)心(xin),增(zeng)强低(di)(di)碳(tan)科(ke)技(ji)创(chuang)(chuang)新(xin)(xin)(xin)能力。

(七(qi))推动工业(ye)数字化转(zhuan)型,数字化智能化低(di)碳化融(rong)合发展

1.推(tui)动数(shu)字(zi)技(ji)(ji)术与(yu)工(gong)业降碳融合发(fa)展。利用(yong)5G、大数(shu)据、云(yun)计算、人(ren)工(gong)智(zhi)能(neng)(neng)、区块链(lian)、工(gong)业互联(lian)网(wang)、物联(lian)网(wang)等(deng)新一(yi)代信(xin)息技(ji)(ji)术对(dui)工(gong)艺(yi)流程(cheng)、设备升(sheng)级改造,推(tui)动制造过程(cheng)的(de)关键工(gong)艺(yi)装备智(zhi)能(neng)(neng)感知(zhi)和(he)控制系统、过程(cheng)多目标优化(hua)、经营决策优化(hua)等(deng),实现生产(chan)过程(cheng)物质流、能(neng)(neng)量流等(deng)信(xin)息采(cai)集监(jian)控、智(zhi)能(neng)(neng)分析和(he)精细管理。开展“绿色(se)数(shu)字(zi)技(ji)(ji)术”试点示范(fan),推(tui)动数(shu)字(zi)技(ji)(ji)术赋能(neng)(neng)工(gong)业绿色(se)低(di)碳转型。

2.建(jian)设数字(zi)化(hua)(hua)能(neng)碳(tan)管(guan)理(li)(li)体系(xi)。鼓励研发数字(zi)技术赋能(neng)能(neng)耗(hao)与碳(tan)排(pai)放(fang)监(jian)(jian)测(ce)管(guan)理(li)(li)工具,推动企(qi)(qi)业(ye)强化(hua)(hua)生产过程物质流、能(neng)量(liang)流等信息采(cai)集监(jian)(jian)控(kong)、智能(neng)分析(xi)和(he)精细管(guan)理(li)(li),构建(jian)碳(tan)排(pai)放(fang)数据计量(liang)、监(jian)(jian)测(ce)、分析(xi)体系(xi),实现能(neng)碳(tan)管(guan)理(li)(li)一体化(hua)(hua)。推动重(zhong)点用能(neng)设备上云,持续优化(hua)(hua)工业(ye)重(zhong)点用能(neng)单位能(neng)耗(hao)在线监(jian)(jian)测(ce)系(xi)统功能(neng),提升企(qi)(qi)业(ye)稳定联(lian)网率(lv)和(he)数据质量(liang),建(jian)立企(qi)(qi)业(ye)碳(tan)排(pai)放(fang)和(he)重(zhong)点产品碳(tan)足(zu)迹(ji)基础数据库,促进(jin)能(neng)耗(hao)与碳(tan)排(pai)放(fang)的(de)数字(zi)化(hua)(hua)管(guan)理(li)(li)、网络化(hua)(hua)协(xie)同(tong)、智能(neng)化(hua)(hua)管(guan)控(kong)水平提升。

3.工(gong)(gong)(gong)业互联(lian)网、大数据(ju)(ju)助力工(gong)(gong)(gong)业降碳(tan)(tan)。发挥工(gong)(gong)(gong)业互联(lian)网、大数据(ju)(ju)等技术优(you)势,充(chong)分挖掘工(gong)(gong)(gong)业低碳(tan)(tan)基(ji)础数据(ju)(ju)价值,为生产(chan)流程再造、跨(kua)行(xing)业协同等提供(gong)数据(ju)(ju)支(zhi)撑。聚焦关键碳(tan)(tan)排(pai)放环节(jie)、能源管控等典型应用(yong)场景,培育“工(gong)(gong)(gong)业互联(lian)网+绿色(se)低碳(tan)(tan)”解(jie)决方(fang)案及工(gong)(gong)(gong)业APP,深化工(gong)(gong)(gong)业互联(lian)网在石化化工(gong)(gong)(gong)、有色(se)金属、建材、钢铁(tie)、纺织、装备(bei)等重点行(xing)业创新应用(yong),通过规模(mo)化推广助力工(gong)(gong)(gong)业降碳(tan)(tan)。

三、重点(dian)行动

(一(yi))重点行业(ye)碳达峰行动

1.钢(gang)铁(tie)行(xing)业。严格落实(shi)产(chan)能置换相关规(gui)定(ding),依(yi)法依(yi)规(gui)化(hua)解过剩产(chan)能,推(tui)动(dong)清洁能源(yuan)与(yu)钢(gang)铁(tie)产(chan)业协(xie)同发展(zhan),大力(li)推(tui)进非高炉炼铁(tie)技术示范(fan),推(tui)进短(duan)流程炼钢(gang)和(he)短(duan)流程铸(zhu)造,推(tui)行(xing)全废钢(gang)电炉工艺(yi),提升废钢(gang)资源(yuan)回收利用(yong)(yong)(yong)(yong)水平。鼓励钢(gang)化(hua)联产(chan),探索开展(zhan)氢(qing)冶(ye)金、二氧化(hua)碳(tan)捕(bu)集利用(yong)(yong)(yong)(yong)一体化(hua)等试(shi)点示范(fan)。优化(hua)产(chan)品结构,提高高强(qiang)高韧(ren)、耐蚀耐候、节材(cai)节能等低碳(tan)产(chan)品应用(yong)(yong)(yong)(yong)比(bi)(bi)例(li)。到2025年(nian),全区废钢(gang)铁(tie)加工准入(ru)企业年(nian)加工能力(li)达(da)(da)到300万(wan)吨(dun),短(duan)流程炼钢(gang)占(zhan)比(bi)(bi)达(da)(da)15%以上(shang)。到2030年(nian),富氢(qing)碳(tan)循环(huan)高炉冶(ye)炼、氢(qing)基竖(shu)炉直接还(hai)原铁(tie)、碳(tan)捕(bu)集利用(yong)(yong)(yong)(yong)封存等技术取得突破(po)应用(yong)(yong)(yong)(yong),短(duan)流程炼钢(gang)占(zhan)比(bi)(bi)达(da)(da)20%以上(shang)。

2.有色金属行(xing)业(ye)。新建及改(gai)(gai)扩(kuo)建冶炼(lian)(lian)项目须符合(he)行(xing)业(ye)规(gui)范(fan)条件,且达到(dao)能(neng)(neng)耗限额标准先进(jin)值。增加(jia)绿(lv)电使用(yong)比(bi)例(li)(li),逐步(bu)(bu)提(ti)(ti)升(sheng)短流程工艺比(bi)重,实施一批铝(lv)(lv)用(yong)高(gao)(gao)质量阳(yang)极示范(fan)、铜连(lian)续吹(chui)炼(lian)(lian)、大(da)直径竖罐双蓄(xu)热(re)底出(chu)渣(zha)炼(lian)(lian)镁(mei)等(deng)技改(gai)(gai)工程,提(ti)(ti)升(sheng)铝(lv)(lv)水直接合(he)金化(hua)(hua)比(bi)例(li)(li)。加(jia)快氧化(hua)(hua)铝(lv)(lv)高(gao)(gao)效溶出(chu)、低碳铝(lv)(lv)电解(jie)、电解(jie)槽余热(re)回收、冶炼(lian)(lian)余热(re)回收、氨法炼(lian)(lian)锌等(deng)技术研发推广。到(dao)2025年,铝(lv)(lv)水直接合(he)金化(hua)(hua)比(bi)例(li)(li)进(jin)一步(bu)(bu)提(ti)(ti)升(sheng)。到(dao)2030年,电解(jie)铝(lv)(lv)使用(yong)清洁(jie)能(neng)(neng)源比(bi)例(li)(li)进(jin)一步(bu)(bu)提(ti)(ti)高(gao)(gao)到(dao)30%以上(shang)。

3.石(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)行(xing)业。推动石(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)原(yuan)(yuan)(yuan)料轻(qing)质化(hua)(hua)(hua)(hua),增加(jia)天(tian)然(ran)气(qi)、乙(yi)(yi)烷(wan)、丙烷(wan)、轻(qing)烃等(deng)富氢原(yuan)(yuan)(yuan)料使用(yong)(yong),提高(gao)低碳(tan)原(yuan)(yuan)(yuan)料比重(zhong)。推广应用(yong)(yong)重(zhong)质渣油(you)清洁加(jia)工(gong)、原(yuan)(yuan)(yuan)油(you)直接(jie)裂解制乙(yi)(yi)烯、新(xin)一(yi)代离子(zi)膜(mo)电(dian)解槽(cao)等(deng)技(ji)术(shu)装备。开发可(ke)再生资(zi)源制取化(hua)(hua)(hua)(hua)学(xue)品、甲烷(wan)转化(hua)(hua)(hua)(hua)合(he)成化(hua)(hua)(hua)(hua)学(xue)品等(deng)技(ji)术(shu)。加(jia)快(kuai)推动行(xing)业“减油(you)增化(hua)(hua)(hua)(hua)”,加(jia)快(kuai)部署大规模(mo)碳(tan)捕(bu)集利(li)用(yong)(yong)封(feng)存产业化(hua)(hua)(hua)(hua)示范项目。到2025年,“减油(you)增化(hua)(hua)(hua)(hua)”取得积极进展,新(xin)建炼化(hua)(hua)(hua)(hua)一(yi)体化(hua)(hua)(hua)(hua)项目成品油(you)产量(liang)占原(yuan)(yuan)(yuan)油(you)加(jia)工(gong)量(liang)比例(li)降至40%以下,加(jia)快(kuai)部署生物(wu)固(gu)(gu)碳(tan)和(he)化(hua)(hua)(hua)(hua)工(gong)固(gu)(gu)碳(tan)相结合(he)的(de)二氧化(hua)(hua)(hua)(hua)碳(tan)捕(bu)集和(he)资(zi)源化(hua)(hua)(hua)(hua)利(li)用(yong)(yong)。到2030年,合(he)成气(qi)一(yi)步法制烯烃、乙(yi)(yi)醇等(deng)短流程合(he)成技(ji)术(shu)实现规模(mo)化(hua)(hua)(hua)(hua)应用(yong)(yong)。

4.建(jian)材行(xing)业。严格执行(xing)水(shui)泥(ni)、平板玻(bo)璃产能(neng)置换政策,依(yi)法依(yi)规(gui)淘汰落后产能(neng)。支(zhi)持(chi)垃圾衍生燃(ran)料(liao)(liao)(liao)、塑料(liao)(liao)(liao)、橡胶(jiao)、生物(wu)质燃(ran)料(liao)(liao)(liao)等可燃(ran)废弃物(wu)高比例替(ti)代(dai)(dai)燃(ran)煤(mei)。充分使用电(dian)石(shi)(shi)渣(zha)等非碳(tan)(tan)酸(suan)盐原料(liao)(liao)(liao)替(ti)代(dai)(dai)石(shi)(shi)灰石(shi)(shi),鼓励使用粉煤(mei)灰、工(gong)业废渣(zha)、尾矿(kuang)渣(zha)等含钙资源作为原料(liao)(liao)(liao)或水(shui)泥(ni)混合材。到(dao)2025年,水(shui)泥(ni)熟料(liao)(liao)(liao)单位(wei)产品综合能(neng)耗(hao)水(shui)平下(xia)降(jiang)3%以上。到(dao)2030年,原燃(ran)料(liao)(liao)(liao)替(ti)代(dai)(dai)水(shui)平大(da)幅提高,突破玻(bo)璃熔窑(yao)窑(yao)外预(yu)热、窑(yao)炉氢能(neng)煅烧等低碳(tan)(tan)技(ji)术,在水(shui)泥(ni)、玻(bo)璃、陶瓷等行(xing)业改造(zao)建(jian)设一批(pi)减污降(jiang)碳(tan)(tan)协同增效的绿(lv)色低碳(tan)(tan)生产线,实现(xian)窑(yao)炉碳(tan)(tan)捕集利(li)用封存技(ji)术产业化应(ying)用,单位(wei)产品能(neng)耗(hao)进一步(bu)降(jiang)低。

5.消费品行(xing)业(ye)(ye)(ye)(ye)(ye)。纺(fang)织行(xing)业(ye)(ye)(ye)(ye)(ye)发(fa)(fa)展涤纶、氨纶、腈纶等纤维的(de)智(zhi)能(neng)化(hua)高(gao)效柔性制(zhi)备技(ji)(ji)(ji)术(shu),引导印(yin)染(ran)企业(ye)(ye)(ye)(ye)(ye)采用先(xian)进染(ran)色(se)(se)技(ji)(ji)(ji)术(shu)、环保节能(neng)设(she)备、生态环保型染(ran)料和高(gao)性能(neng)助剂,推(tui)广(guang)(guang)筒(tong)子纱数字化(hua)成套自动染(ran)色(se)(se)、数码(ma)印(yin)花等无水或少(shao)水印(yin)染(ran)工(gong)(gong)艺(yi)技(ji)(ji)(ji)术(shu)。应(ying)用低温印(yin)染(ran)、小浴比染(ran)色(se)(se)、针织物连续(xu)印(yin)染(ran)等先(xian)进工(gong)(gong)艺(yi)。加快(kuai)推(tui)动废旧纺(fang)织品循环利用。到2025年,印(yin)染(ran)行(xing)业(ye)(ye)(ye)(ye)(ye)水重复利用率(lv)达50%。到2030年,印(yin)染(ran)低能(neng)耗技(ji)(ji)(ji)术(shu)在(zai)行(xing)业(ye)(ye)(ye)(ye)(ye)中广(guang)(guang)泛(fan)应(ying)用。医(yi)药(yao)行(xing)业(ye)(ye)(ye)(ye)(ye)推(tui)动原(yuan)(yuan)料药(yao)产业(ye)(ye)(ye)(ye)(ye)绿(lv)(lv)色(se)(se)发(fa)(fa)展,推(tui)进绿(lv)(lv)色(se)(se)生产技(ji)(ji)(ji)术(shu)改造,提(ti)高(gao)大(da)宗原(yuan)(yuan)料药(yao)绿(lv)(lv)色(se)(se)产品比重,加快(kuai)发(fa)(fa)展特色(se)(se)原(yuan)(yuan)料药(yao)和高(gao)端定制(zhi)原(yuan)(yuan)料药(yao),依法依规淘(tao)汰落后技(ji)(ji)(ji)术(shu)和产品,推(tui)广(guang)(guang)高(gao)效提(ti)取(qu)纯化(hua)、绿(lv)(lv)色(se)(se)酶法合成、微通道反应(ying)等绿(lv)(lv)色(se)(se)工(gong)(gong)艺(yi)。到2025年,推(tui)广(guang)(guang)应(ying)用一批关(guan)键核心(xin)绿(lv)(lv)色(se)(se)技(ji)(ji)(ji)术(shu),初步在(zai)伊犁建成国(guo)家大(da)宗原(yuan)(yuan)料药(yao)产业(ye)(ye)(ye)(ye)(ye)集中生产基地。到2030年,全面实现行(xing)业(ye)(ye)(ye)(ye)(ye)绿(lv)(lv)色(se)(se)生产技(ji)(ji)(ji)术(shu)替代(dai),单位工(gong)(gong)业(ye)(ye)(ye)(ye)(ye)增加值(zhi)能(neng)耗、二氧化(hua)碳排放强度大(da)幅下降。

6.装(zhuang)备(bei)(bei)行业。围(wei)绕新(xin)能源装(zhuang)备(bei)(bei)、电力装(zhuang)备(bei)(bei)、工(gong)程机械、汽车、农用(yong)机械、石化(hua)通用(yong)装(zhuang)备(bei)(bei)等领域绿(lv)色低(di)碳需求,推进(jin)铸(zhu)(zhu)造(zao)(zao)与(yu)主机企业相(xiang)配套集(ji)群化(hua)发(fa)(fa)(fa)(fa)展(zhan),加强先(xian)进(jin)铸(zhu)(zhu)造(zao)(zao)、焊接与(yu)热(re)处理(li)等基础制造(zao)(zao)工(gong)艺与(yu)新(xin)技术融(rong)合发(fa)(fa)(fa)(fa)展(zhan)。到(dao)2025年,积(ji)极开展(zhan)无(wu)模铸(zhu)(zhu)造(zao)(zao)、激光热(re)处理(li)等先(xian)进(jin)近净成形工(gong)艺技术推广。到(dao)2030年,研发(fa)(fa)(fa)(fa)创新(xin)一批(pi)先(xian)进(jin)适(shi)用(yong)绿(lv)色低(di)碳工(gong)艺,大幅降低(di)生(sheng)产(chan)过程能耗(hao),支撑装(zhuang)备(bei)(bei)制造(zao)(zao)业绿(lv)色化(hua)转(zhuan)型发(fa)(fa)(fa)(fa)展(zhan)。

7.电(dian)(dian)(dian)子行(xing)业。推(tui)动行(xing)业集聚和(he)低(di)(di)碳发展,降低(di)(di)非电(dian)(dian)(dian)能源消费占(zhan)比。以(yi)电(dian)(dian)(dian)子材(cai)料、元器件(jian)、典型电(dian)(dian)(dian)子整机产品为重点,大力推(tui)进(jin)单晶硅(gui)、电(dian)(dian)(dian)极(ji)箔、锂(li)电(dian)(dian)(dian)材(cai)料等生产工艺(yi)的(de)改进(jin)。加快推(tui)广多(duo)晶硅(gui)闭(bi)环(huan)制(zhi)造(zao)工艺(yi)、大尺(chi)寸单晶硅(gui)拉棒切片、柔性薄(bo)膜(mo)电(dian)(dian)(dian)池(chi)、钙(gai)铁矿及叠层电(dian)(dian)(dian)池(chi)等先进(jin)技术(shu)(shu)研发和(he)产业化(hua)应用(yong)。到2025年,连续拉晶技术(shu)(shu)应用(yong)范围95%以(yi)上,锂(li)电(dian)(dian)(dian)材(cai)料非电(dian)(dian)(dian)能源应用(yong)比例进(jin)一步降低(di)(di)。到2030年,电(dian)(dian)(dian)子材(cai)料、电(dian)(dian)(dian)子整机产品能耗(hao)显著下降。

(二)绿(lv)色低碳产品供给提升行动

1.提升绿(lv)(lv)色(se)(se)低碳(tan)产(chan)品(pin)(pin)(pin)开(kai)发(fa)推(tui)(tui)广能力(li)。聚(ju)焦自(zi)(zi)治区(qu)特色(se)(se)优势产(chan)业(ye)(ye)、战略性新兴产(chan)业(ye)(ye)的(de)重(zhong)点工业(ye)(ye)产(chan)品(pin)(pin)(pin),加快推(tui)(tui)行(xing)绿(lv)(lv)色(se)(se)设计(ji),引(yin)导企业(ye)(ye)引(yin)入并应(ying)用(yong)产(chan)品(pin)(pin)(pin)全生命周期(qi)管理(li)方法,选取核(he)心产(chan)品(pin)(pin)(pin)核(he)算产(chan)品(pin)(pin)(pin)碳(tan)足(zu)迹。聚(ju)焦关注度(du)高、市场前景好(hao)的(de)工业(ye)(ye)产(chan)品(pin)(pin)(pin),以减污(wu)降碳(tan)协同增效为目标,鼓励企业(ye)(ye)采(cai)用(yong)自(zi)(zi)我声(sheng)明或自(zi)(zi)愿性认证(zheng)方式,发(fa)布绿(lv)(lv)色(se)(se)低碳(tan)产(chan)品(pin)(pin)(pin)名单(dan)。探索(suo)推(tui)(tui)行(xing)绿(lv)(lv)色(se)(se)产(chan)品(pin)(pin)(pin)认证(zheng)与标识制(zhi)度(du)。到2025年,培育创建一批生态(绿(lv)(lv)色(se)(se))设计(ji)示范企业(ye)(ye),开(kai)发(fa)推(tui)(tui)广百(bai)种绿(lv)(lv)色(se)(se)低碳(tan)产(chan)品(pin)(pin)(pin)。2.绿(lv)色低碳(tan)(tan)产(chan)(chan)(chan)品(pin)支撑能(neng)(neng)(neng)(neng)源(yuan)生产(chan)(chan)(chan)领域(yu)低碳(tan)(tan)发展(zhan)(zhan)(zhan)(zhan)。加快能(neng)(neng)(neng)(neng)源(yuan)电子产(chan)(chan)(chan)业(ye)高(gao)质量发展(zhan)(zhan)(zhan)(zhan)统(tong)筹(chou)规划(hua),在光(guang)伏、新(xin)型储能(neng)(neng)(neng)(neng)、重点(dian)(dian)(dian)终端应(ying)用、关键信(xin)息(xi)技术等(deng)领域(yu)强化(hua)(hua)产(chan)(chan)(chan)品(pin)协(xie)同创新(xin)。贯彻落实智能(neng)(neng)(neng)(neng)光(guang)伏产(chan)(chan)(chan)业(ye)发展(zhan)(zhan)(zhan)(zhan)行动(dong)计划(hua)并(bing)开展(zhan)(zhan)(zhan)(zhan)试点(dian)(dian)(dian)示范,加快推(tui)动(dong)基(ji)础(chu)材料、关键设备升级(ji)。提(ti)升先进太阳能(neng)(neng)(neng)(neng)电池及(ji)部(bu)件智能(neng)(neng)(neng)(neng)制造(zao)水平(ping),提(ti)高(gao)光(guang)伏产(chan)(chan)(chan)品(pin)全(quan)生命(ming)周期(qi)信(xin)息(xi)化(hua)(hua)管理水平(ping)。持续推(tui)动(dong)风(feng)(feng)电机组(zu)稳步(bu)发展(zhan)(zhan)(zhan)(zhan),开展(zhan)(zhan)(zhan)(zhan)高(gao)空(kong)风(feng)(feng)电机组(zu)预研。优化(hua)(hua)实施(shi)光(guang)伏、锂电等(deng)行业(ye)规范条件、综合标准(zhun)体系,重点(dian)(dian)(dian)攻克变流(liu)器、主(zhu)轴承、联轴器、电控(kong)系统(tong)及(ji)核心元器件,完善风(feng)(feng)电装备产(chan)(chan)(chan)业(ye)链。

3.绿色低(di)碳产(chan)品支(zhi)撑交(jiao)通运输(shu)领域(yu)低(di)碳发(fa)展(zhan)。鼓励发(fa)展(zhan)新(xin)能(neng)源汽车(che)(che),引进(jin)(jin)配套(tao)整机生产(chan)的(de)(de)零部件(jian)制造企(qi)业,有序(xu)推(tui)进(jin)(jin)零部件(jian)生产(chan)协作(zuo)与配套(tao),提(ti)高(gao)(gao)优(you)势行业主机装(zhuang)备(bei)的(de)(de)疆内(nei)协作(zuo)配套(tao)率(lv)。提(ti)高(gao)(gao)自(zi)治区城市(shi)公交(jiao)、出租汽车(che)(che)、邮政快(kuai)递、环卫(wei)、城市(shi)物流配送等领域(yu)新(xin)能(neng)源汽车(che)(che)比(bi)例,以(yi)及新(xin)能(neng)源汽车(che)(che)的(de)(de)个(ge)人消费比(bi)例。加快(kuai)充(chong)电桩建设,创新(xin)应用(yong)(yong)换电模式,构建便利高(gao)(gao)效适度超前的(de)(de)充(chong)电网络体系。鼓励企(qi)业更(geng)新(xin)使(shi)用(yong)(yong)新(xin)能(neng)源车(che)(che)辆(liang),推(tui)进(jin)(jin)货(huo)运、城市(shi)公共服(fu)务(wu)、工(gong)矿企(qi)业内(nei)部车(che)(che)辆(liang)电动(dong)化替代,推(tui)动(dong)企(qi)业使(shi)用(yong)(yong)电动(dong)运输(shu)车(che)(che)辆(liang)。到2030年(nian),当年(nian)新(xin)增新(xin)能(neng)源、清洁能(neng)源动(dong)力(li)的(de)(de)交(jiao)通工(gong)具比(bi)例达到40%左右(you),乘用(yong)(yong)车(che)(che)和商用(yong)(yong)车(che)(che)新(xin)车(che)(che)二氧化碳排放(fang)强度分别比(bi)2020年(nian)下降25%和20%以(yi)上。

4.绿(lv)色低(di)碳产品支撑城乡建(jian)(jian)(jian)设领(ling)域低(di)碳发展(zhan)(zhan)。开(kai)展(zhan)(zhan)绿(lv)色建(jian)(jian)(jian)材(cai)(cai)试点城市创建(jian)(jian)(jian)和绿(lv)色建(jian)(jian)(jian)材(cai)(cai)下乡行动(dong)(dong),推(tui)广应(ying)用(yong)(yong)节能(neng)(neng)玻璃、高性能(neng)(neng)门窗、新型保(bao)温材(cai)(cai)料(liao)、建(jian)(jian)(jian)筑用(yong)(yong)热轧型钢(gang)和耐候钢(gang)、新型墙体材(cai)(cai)料(liao),推(tui)动(dong)(dong)优先选用(yong)(yong)获得(de)绿(lv)色建(jian)(jian)(jian)材(cai)(cai)认(ren)证(zheng)标识的产品,利(li)用(yong)(yong)二氧(yang)化(hua)碳矿化(hua)技术生(sheng)产全固(gu)废负碳绿(lv)色建(jian)(jian)(jian)材(cai)(cai),鼓(gu)励发展(zhan)(zhan)装配式建(jian)(jian)(jian)筑。推(tui)广高效节能(neng)(neng)的空调、照明器具、电(dian)梯等用(yong)(yong)能(neng)(neng)设备(bei),扩大太阳能(neng)(neng)热水器、分布式光伏、高效热泵等清洁能(neng)(neng)源设备(bei)在建(jian)(jian)(jian)筑领(ling)域应(ying)用(yong)(yong)。

四、政策保障

(一)强化财(cai)税政(zheng)策支持。统筹利用(yong)好节能减排专项资金,落实(shi)好资源综合利用(yong)等税收优惠政(zheng)策。严格(ge)执行(xing)政(zheng)府(fu)绿(lv)色(se)采购标准,加大绿(lv)色(se)低碳(tan)产品(pin)采购力(li)度。落实(shi)国家首台套重大技术装备、首批次重点新(xin)材(cai)料应(ying)用(yong)保(bao)险补(bu)偿机制,支持符合条件的(de)绿(lv)色(se)技术装备、绿(lv)色(se)材(cai)料应(ying)用(yong)。

(二(er))积(ji)极发展绿(lv)(lv)(lv)(lv)色(se)金融(rong)(rong)。鼓(gu)(gu)励金融(rong)(rong)机(ji)构开(kai)发绿(lv)(lv)(lv)(lv)色(se)金融(rong)(rong)产(chan)品,利用好碳(tan)减(jian)排支持(chi)工(gong)具,引导金融(rong)(rong)机(ji)构为(wei)绿(lv)(lv)(lv)(lv)色(se)低(di)碳(tan)项目(mu)(mu)提供(gong)(gong)长期限(xian)、低(di)成本资(zi)金,鼓(gu)(gu)励开(kai)发性政(zheng)策性金融(rong)(rong)机(ji)构按照市场(chang)化法治(zhi)化原则为(wei)碳(tan)达峰(feng)行动(dong)提供(gong)(gong)长期稳定的融(rong)(rong)资(zi)支持(chi)。推动(dong)利用绿(lv)(lv)(lv)(lv)色(se)信贷加快制造业(ye)(ye)绿(lv)(lv)(lv)(lv)色(se)低(di)碳(tan)改(gai)造,在钢铁(tie)、石化化工(gong)、有色(se)金属、建材等(deng)行业(ye)(ye)支持(chi)一批低(di)碳(tan)技改(gai)项目(mu)(mu)。拓展绿(lv)(lv)(lv)(lv)色(se)债券市场(chang)的深度(du)和(he)(he)广(guang)度(du),鼓(gu)(gu)励符合条件(jian)的绿(lv)(lv)(lv)(lv)色(se)企业(ye)(ye)上市融(rong)(rong)资(zi)、挂牌融(rong)(rong)资(zi)和(he)(he)再融(rong)(rong)资(zi)。

(三)完善市(shi)(shi)场(chang)机制。认真落实(shi)国家碳市(shi)(shi)场(chang)交易工作(zuo)部署,充分利(li)用全国碳排放(fang)权交易市(shi)(shi)场(chang)作(zuo)用,加(jia)强碳排放(fang)数(shu)据质量监(jian)管(guan)(guan),引导企业开(kai)展自(zi)主减(jian)排。积(ji)极(ji)推行(xing)合同能(neng)源管(guan)(guan)理,推广(guang)节能(neng)咨询、诊(zhen)断、设(she)计、融资、改造、托管(guan)(guan)等“一站式”综合服务(wu)模式。

五、组织实施

(一)加(jia)强组(zu)织领导(dao)。按(an)照自治(zhi)区(qu)碳(tan)(tan)达(da)峰碳(tan)(tan)中和工(gong)(gong)(gong)作(zuo)(zuo)领导(dao)小(xiao)组(zu)的统一部署,加(jia)强组(zu)织协调,强化部门合作(zuo)(zuo),明确(que)责(ze)任分工(gong)(gong)(gong)、工(gong)(gong)(gong)作(zuo)(zuo)要求(qiu)和时(shi)间(jian)进(jin)(jin)度(du),统筹推进(jin)(jin)工(gong)(gong)(gong)业(ye)领域(yu)碳(tan)(tan)达(da)峰的各(ge)项重点(dian)工(gong)(gong)(gong)作(zuo)(zuo)。加(jia)强对地(di)州市的指导(dao),及时(shi)调度(du)各(ge)地(di)州市工(gong)(gong)(gong)业(ye)领域(yu)碳(tan)(tan)达(da)峰工(gong)(gong)(gong)作(zuo)(zuo)进(jin)(jin)展。

(二)强化责任落实(shi)。加强各(ge)(ge)成(cheng)员单位(wei)协同(tong)配合,各(ge)(ge)司其(qi)职,形成(cheng)工(gong)作合力(li)。各(ge)(ge)地州市要(yao)结合本地区(qu)(qu)工(gong)业发(fa)展实(shi)际,按照本方(fang)案(an)编制本地区(qu)(qu)相关方(fang)案(an),切实(shi)做(zuo)好本地区(qu)(qu)工(gong)业碳(tan)达(da)峰工(gong)作。国(guo)有(you)企(qi)业要(yao)制定碳(tan)达(da)峰实(shi)施方(fang)案(an),分(fen)解(jie)落实(shi)任务举措,建设碳(tan)排(pai)放信息(xi)披露制度,开(kai)展重大(da)技术示(shi)范,发(fa)挥引领(ling)作用。中小(xiao)企(qi)业要(yao)切实(shi)提高绿色低(di)碳(tan)意识,积极采用先(xian)进(jin)适用技术工(gong)艺,加快(kuai)绿色低(di)碳(tan)转型。

(三(san))深化宣(xuan)传引(yin)导。充分发挥行业(ye)(ye)(ye)协(xie)会(hui)、科研院所、专业(ye)(ye)(ye)组织、各(ge)类媒体的作用,大(da)(da)力开展(zhan)全国(guo)节能宣(xuan)传周(zhou)、全国(guo)低碳(tan)(tan)(tan)日活动,多(duo)渠道多(duo)形式进(jin)行宣(xuan)传教育。围绕绿色(se)低碳(tan)(tan)(tan)、节能减排等领域,加大(da)(da)相关(guan)专业(ye)(ye)(ye)人才培养力度,开展(zhan)碳(tan)(tan)(tan)达峰(feng)碳(tan)(tan)(tan)中(zhong)和管理(li)培训。鼓(gu)励(li)企业(ye)(ye)(ye)组织碳(tan)(tan)(tan)减排相关(guan)公众开放日活动,引(yin)导建(jian)立绿色(se)生产(chan)消费模式,为(wei)工业(ye)(ye)(ye)绿色(se)低碳(tan)(tan)(tan)发展(zhan)营造(zao)良好(hao)环境。
