为(wei)深(shen)入贯彻落实(shi)党(dang)中央、国(guo)务院(yuan)关于碳达峰(feng)碳中和(he)重大战(zhan)略决策部署,根据《工(gong)业领域碳达峰(feng)实(shi)施方案(an)》《新疆维吾(wu)尔自(zi)治区碳达峰(feng)实(shi)施方案(an)》《新疆维吾(wu)尔自(zi)治区工(gong)业高质(zhi)量(liang)发展(zhan)“十四五”规(gui)划》,制定(ding)本实(shi)施(shi)方(fang)案(an)。

 一、总体要求(qiu)

(一)指导思想

(二)基本原则

系(xi)统推进,稳妥有(you)序(xu)。牢牢聚(ju)焦高质量发展首(shou)要任务(wu),树立全局观(guan)念,坚持“全(quan)疆一盘棋(qi)(qi)”“兵(bing)地(di)一盘棋(qi)(qi)”,立足(zu)工(gong)业(ye)实际,释放(fang)优(you)势潜力,因地(di)制(zhi)(zhi)宜、扬长(zhang)避短,增强系统观(guan)念,在(zai)促进制(zhi)(zhi)造业(ye)稳(wen)步发展,保持产业(ye)链供(gong)应(ying)链安全(quan)、满足(zu)合(he)理消费需求的(de)前(qian)提下,将碳达(da)峰(feng)碳中和目标贯(guan)穿工(gong)业(ye)生产各(ge)方(fang)面和全(quan)过程,先立后破,安全(quan)稳(wen)妥有(you)序(xu)推进工(gong)业(ye)领域碳达(da)峰(feng)各(ge)项(xiang)任务。

效率优(you)先,源(yuan)(yuan)(yuan)(yuan)头把(ba)控。持续推进生态优(you)先、节约(yue)集约(yue)、绿(lv)色(se)低碳发(fa)展,促进工业经济绿(lv)色(se)转型。坚(jian)持把(ba)节约(yue)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)资源(yuan)(yuan)(yuan)(yuan)放在首位,提升能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)资源(yuan)(yuan)(yuan)(yuan)利(li)用(yong)效率,优(you)化用(yong)能(neng)(neng)和原料结构,推动能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)资源(yuan)(yuan)(yuan)(yuan)循环化利(li)用(yong),加强产业耦合链接(jie),推进减污(wu)降(jiang)碳协同增效,持续降(jiang)低单位产出能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)资源(yuan)(yuan)(yuan)(yuan)消耗,从源(yuan)(yuan)(yuan)(yuan)头减少二氧化碳排放。

创新驱(qu)动(dong),数字赋能(neng)。坚持把创新作为第一驱(qu)动(dong)力,聚焦工业降碳(tan)关(guan)键环节(jie),推进重大(da)低碳(tan)技(ji)术(shu)工艺(yi)装备攻关(guan),强化(hua)(hua)(hua)新一代信息技(ji)术(shu)在绿(lv)(lv)色低碳(tan)领域(yu)的创新应用,以数字化(hua)(hua)(hua)智能(neng)化(hua)(hua)(hua)赋能(neng)绿(lv)(lv)色化(hua)(hua)(hua)低碳(tan)化(hua)(hua)(hua),培育壮大(da)绿(lv)(lv)色低碳(tan)新动(dong)能(neng)。

政(zheng)策引领,市(shi)场(chang)主导(dao)。坚持双轮驱动,发挥(hui)政(zheng)府在(zai)(zai)试点示范(fan)、要(yao)素投入等方面的(de)引导(dao)作用(yong),加强(qiang)服务监管职能(neng),充分(fen)发挥(hui)市(shi)场(chang)在(zai)(zai)资(zi)源(yuan)配置中的(de)决定性作用(yong),激发企业(ye)活力,持续(xu)构建以企业(ye)为主体、市(shi)场(chang)为主导(dao)的(de)工业(ye)低碳发展推进机制(zhi)。

(三)主要目标

“十(shi)四五”期间,工业(ye)结构和能源(yuan)消(xiao)费结构持续优化(hua),能源(yuan)资源(yuan)利用(yong)效(xiao)率显著提升,建(jian)成一(yi)批绿(lv)色工厂(chang)和绿(lv)色工业(ye)园(yuan)区,研发、示范、推广一(yi)批减排效(xiao)果显著的(de)低碳零碳负(fu)碳技术装备工艺(yi)产品(pin),筑牢工业(ye)领域碳达峰基础(chu)。到(dao)2025年(nian),规模(mo)以上单位(wei)工业增加(jia)值能耗下(xia)降17%,重点行业(ye)二氧(yang)化碳排(pai)放强(qiang)度明显下(xia)降。

“十五五”期间(jian),工(gong)业结构(gou)和(he)能(neng)源消(xiao)费结构(gou)进一(yi)步优化,工(gong)业能(neng)耗强(qiang)(qiang)度、二(er)氧(yang)化碳(tan)(tan)(tan)排放(fang)强(qiang)(qiang)度持续(xu)下降,在实现(xian)工(gong)业领(ling)域(yu)碳(tan)(tan)(tan)达峰的基础上强(qiang)(qiang)化碳(tan)(tan)(tan)中(zhong)和(he)能(neng)力,基本(ben)建立以高效、绿色、循(xun)环、低碳(tan)(tan)(tan)为重要特征的现(xian)代工(gong)业体系(xi)。力争工(gong)业领(ling)域(yu)二(er)氧(yang)化碳(tan)(tan)(tan)排放(fang)在2030年前达峰(feng)。

二、主要任(ren)务

(一)深度优化产(chan)业结构,加快构建低碳工业体系(xi)

3.坚决遏(e)制高(gao)耗(hao)能(neng)、高(gao)排放、低水平项(xiang)目(mu)盲目(mu)发展。加强(qiang)“两高(gao)”项(xiang)目(mu)精(jing)准(zhun)管理,采取强(qiang)有力措施,建(jian)(jian)立高(gao)耗(hao)能(neng)高(gao)排放低水平项(xiang)目(mu)管理机制,实行清单管理、分类(lei)处置、动态(tai)监控。严把高(gao)耗(hao)能(neng)高(gao)排放低水平项(xiang)目(mu)准(zhun)入关,新建(jian)(jian)、改(gai)扩建(jian)(jian)“两高(gao)”项(xiang)目(mu)严格落实“三线一单”和重点污(wu)(wu)染物排放总量控制等要(yao)求。引(yin)导企业采用先进技术升级改(gai)造,减少污(wu)(wu)染物排放。

4.优化(hua)(hua)重(zhong)(zhong)点行业(ye)产(chan)(chan)能(neng)(neng)规模。严格落(luo)实(shi)钢铁、水泥、平板(ban)玻(bo)璃(光伏压延玻(bo)璃除外)、电解铝(lv)(lv)等行业(ye)产(chan)(chan)能(neng)(neng)置换政策,加强重(zhong)(zhong)点行业(ye)产(chan)(chan)能(neng)(neng)过(guo)剩分析预警和窗口指导,加快化(hua)(hua)解过(guo)剩产(chan)(chan)能(neng)(neng),实(shi)施水泥常(chang)态(tai)化(hua)(hua)错峰生(sheng)产(chan)(chan)。落(luo)实(shi)环(huan)保、能(neng)(neng)耗、质(zhi)量、安全、技术(shu)为主(zhu)的综合标准体系,严格常(chang)态(tai)化(hua)(hua)执法和强制性标准实(shi)施,巩固重(zhong)(zhong)点工业(ye)行业(ye)淘(tao)汰(tai)落(luo)后(hou)(hou)产(chan)(chan)能(neng)(neng)工作成效(xiao),组织开(kai)展钢铁、水泥、平板(ban)玻(bo)璃、电解铝(lv)(lv)、焦(jiao)化(hua)(hua)、砖(zhuan)瓦等重(zhong)(zhong)点工业(ye)行业(ye)淘(tao)汰(tai)落(luo)后(hou)(hou)产(chan)(chan)能(neng)(neng)“回头看”专项检查,确保落(luo)后(hou)(hou)产(chan)(chan)能(neng)(neng)应(ying)退尽(jin)退。

(二)转(zhuan)变工业用能方(fang)式,推进能源消(xiao)费低碳(tan)化

1.推动(dong)工(gong)业(ye)用(yong)能(neng)(neng)绿(lv)色转型。用(yong)好“可(ke)再生能(neng)(neng)源和原料用(yong)能(neng)(neng)不纳入能(neng)(neng)源消费(fei)总量(liang)控制”等政策,有(you)序推进燃(ran)料用(yong)煤(mei)(mei)减量(liang)替代(dai),逐步提高绿(lv)电消费(fei)比(bi)重。加(jia)大天然(ran)气消费(fei),推广(guang)煤(mei)(mei)改(gai)气、煤(mei)(mei)改(gai)电工(gong)程(cheng),合理引导(dao)工(gong)业(ye)用(yong)气和化工(gong)原料用(yong)气增(zeng)长(zhang)。鼓(gu)励(li)企业(ye)、园(yuan)区就(jiu)近利(li)用(yong)清(qing)洁(jie)能(neng)(neng)源,鼓(gu)励(li)企业(ye)通过投(tou)资可(ke)再生能(neng)(neng)源发电项(xiang)目(mu)、参与(yu)分布式发电市场化交易(yi)、购买绿(lv)色电力(li)证书等方式选用(yong)清(qing)洁(jie)能(neng)(neng)源,提高非化石能(neng)(neng)源消费(fei)占(zhan)比(bi),从源头减少碳(tan)排放。

2.提升工(gong)业用能(neng)电(dian)(dian)(dian)(dian)(dian)(dian)(dian)气(qi)化(hua)水平(ping)。拓宽电(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)替(ti)代领(ling)(ling)域,稳步推(tui)动“以电(dian)(dian)(dian)(dian)(dian)(dian)(dian)代煤(mei)”,鼓励有条件(jian)的企(qi)业以先进用电(dian)(dian)(dian)(dian)(dian)(dian)(dian)生(sheng)产工(gong)艺替(ti)代传统生(sheng)产工(gong)艺,在(zai)(zai)钢(gang)铁行业推(tui)行全废钢(gang)电(dian)(dian)(dian)(dian)(dian)(dian)(dian)炉工(gong)艺,在(zai)(zai)陶瓷行业推(tui)广电(dian)(dian)(dian)(dian)(dian)(dian)(dian)锅炉、电(dian)(dian)(dian)(dian)(dian)(dian)(dian)窑炉、电(dian)(dian)(dian)(dian)(dian)(dian)(dian)加(jia)热等技术(shu)。开展(zhan)高(gao)温热泵、大(da)功率电(dian)(dian)(dian)(dian)(dian)(dian)(dian)热储能(neng)锅炉等电(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)替(ti)代,实施中低温热源电(dian)(dian)(dian)(dian)(dian)(dian)(dian)气(qi)化(hua)改造,扩大(da)电(dian)(dian)(dian)(dian)(dian)(dian)(dian)气(qi)化(hua)终(zhong)端用能(neng)设备使用比例(li)。加(jia)强工(gong)业领(ling)(ling)域电(dian)(dian)(dian)(dian)(dian)(dian)(dian)力需(xu)求侧管理(li),开展(zhan)工(gong)业领(ling)(ling)域电(dian)(dian)(dian)(dian)(dian)(dian)(dian)力需(xu)求侧管理(li)示范(fan)企(qi)业和园区创建,引导企(qi)业实施电(dian)(dian)(dian)(dian)(dian)(dian)(dian)力需(xu)求侧响应,提高(gao)电(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)利用效率,推(tui)进工(gong)业用能(neng)电(dian)(dian)(dian)(dian)(dian)(dian)(dian)气(qi)化(hua)。

(三)深挖工业(ye)节能潜力,全面(mian)提升能效水平

1.引导企(qi)业建(jian)立能(neng)源(yuan)管理(li)体(ti)系。推动重点用能(neng)企(qi)业建(jian)立节能(neng)目标(biao)责任制,开展能(neng)源(yuan)管理(li)体(ti)系认(ren)证,按照《能(neng)源(yuan)管理(li)体(ti)系要求及(ji)使用指南》,设置能(neng)源(yuan)管理(li)岗(gang)位,建(jian)立和有效运行企(qi)业能(neng)源(yuan)管理(li)体(ti)系。落实能(neng)源(yuan)消费(fei)统计和能(neng)源(yuan)利(li)用状况报(bao)告制度(du),定期开展能(neng)源(yuan)审(shen)计、节能(neng)诊(zhen)断(duan),鼓励(li)企(qi)业按照自愿(yuan)原则(ze)发布能(neng)源(yuan)利(li)用状况年(nian)度(du)报(bao)告。

2.常态化开展工业(ye)节能(neng)(neng)(neng)监察(cha)(cha)(cha)。完善监察(cha)(cha)(cha)工作(zuo)机制,规(gui)(gui)范(fan)执(zhi)法(fa)(fa)程序,加强(qiang)(qiang)能(neng)(neng)(neng)力建设,创(chuang)新监察(cha)(cha)(cha)方式,提高(gao)监察(cha)(cha)(cha)效能(neng)(neng)(neng),强(qiang)(qiang)化结果运用(yong),实现(xian)高(gao)耗(hao)能(neng)(neng)(neng)行(xing)业(ye)重点用(yong)能(neng)(neng)(neng)企业(ye)节能(neng)(neng)(neng)监察(cha)(cha)(cha)全覆盖(gai),持(chi)续推动企业(ye)依(yi)法(fa)(fa)依(yi)规(gui)(gui)合理用(yong)能(neng)(neng)(neng)。依(yi)法(fa)(fa)开展落实强(qiang)(qiang)制性能(neng)(neng)(neng)耗(hao)能(neng)(neng)(neng)效标准、淘汰落后用(yong)能(neng)(neng)(neng)设备等情况专项监察(cha)(cha)(cha)和督查(cha),对违法(fa)(fa)违规(gui)(gui)企业(ye)依(yi)法(fa)(fa)依(yi)规(gui)(gui)处理。

3.组(zu)织开展(zhan)节(jie)(jie)能(neng)(neng)降碳(tan)技术改造。聚焦重点高耗能(neng)(neng)行业(ye)(ye),分步实(shi)施(shi)(shi)、有序推进(jin)节(jie)(jie)能(neng)(neng)降碳(tan)技术改造。实(shi)施(shi)(shi)工业(ye)(ye)能(neng)(neng)效提(ti)升计划,推动重点用能(neng)(neng)设备节(jie)(jie)能(neng)(neng)改造。实(shi)施(shi)(shi)一批节(jie)(jie)能(neng)(neng)降碳(tan)示(shi)范(fan)项(xiang)目,培育(yu)一批能(neng)(neng)效领跑(pao)者企业(ye)(ye),发(fa)布一批重大低碳(tan)技术,推广(guang)一批先(xian)进(jin)适用节(jie)(jie)能(neng)(neng)低碳(tan)技术和工艺装备。到2025年,钢铁、电(dian)解铝(lv)、水泥、平(ping)板玻璃(li)、炼油、乙烯、合成(cheng)氨(an)等重(zhong)点行业企业达(da)到基准(zhun)水平(ping),标杆水平(ping)的产能比(bi)例达(da)到30%

(四)全面推行绿色制造,引(yin)领工业(ye)低碳(tan)发展

1.培育绿(lv)(lv)色(se)(se)(se)低(di)碳工(gong)厂(chang)(chang)。引导重点用(yong)能单(dan)位积(ji)极创建绿(lv)(lv)色(se)(se)(se)工(gong)厂(chang)(chang),开(kai)展绿(lv)(lv)色(se)(se)(se)制(zhi)造技术创新与集成应用(yong)。对(dui)绿(lv)(lv)色(se)(se)(se)工(gong)厂(chang)(chang)开(kai)展全过程动态化管理(li),强化对(dui)第三方(fang)评价(jia)机构监督管理(li),鼓(gu)励(li)绿(lv)(lv)色(se)(se)(se)工(gong)厂(chang)(chang)编制(zhi)绿(lv)(lv)色(se)(se)(se)低(di)碳年度(du)发展报告。在绿(lv)(lv)色(se)(se)(se)工(gong)厂(chang)(chang)基础上建设一批“超级(ji)能效”工(gong)厂(chang)(chang)。到2025年,累(lei)计(ji)创建自(zi)治区级以(yi)上(shang)绿色工厂200家。

2.构(gou)建绿色(se)低碳(tan)(tan)供(gong)应(ying)链。支持具有生态主导能力的产(chan)业(ye)链链主企(qi)业(ye),构(gou)建上下游联(lian)动的低碳(tan)(tan)产(chan)业(ye)链供(gong)应(ying)链,鼓励“一链一策(ce)”制定产(chan)业(ye)链低碳(tan)(tan)方(fang)案,发布核心供(gong)应(ying)商(shang)碳(tan)(tan)减排成效(xiao)报(bao)告。鼓励有条件的工业(ye)企(qi)业(ye)加快铁路专用(yong)线(xian)、管道基础设施建设,优化货物(wu)运输方(fang)式,推动运输结构(gou)调整(zheng)。到2025年,累计创建自治(zhi)区(qu)级以上绿色供(gong)应(ying)链管理示(shi)范企业(ye)10家。

3.建设绿(lv)色(se)(se)低(di)(di)碳工(gong)业(ye)(ye)(ye)园(yuan)区(qu)(qu)。鼓励创建绿(lv)色(se)(se)工(gong)业(ye)(ye)(ye)园(yuan)区(qu)(qu),通过“横向(xiang)耦(ou)合、纵向(xiang)延伸”,推进乌鲁木(mu)齐甘泉堡(bao)经(jing)(jing)济(ji)技术开(kai)发(fa)区(qu)(qu)、库尔勒经(jing)(jing)济(ji)技术开(kai)发(fa)区(qu)(qu)、奎(kui)屯—独山子经(jing)(jing)济(ji)技术开(kai)发(fa)区(qu)(qu)等国(guo)家(jia)级园(yuan)区(qu)(qu)以(yi)及米东(dong)化工(gong)工(gong)业(ye)(ye)(ye)园(yuan)、克拉玛依高新技术产(chan)(chan)业(ye)(ye)(ye)开(kai)发(fa)区(qu)(qu)、鄯善工(gong)业(ye)(ye)(ye)园(yuan)区(qu)(qu)等自治(zhi)区(qu)(qu)级园(yuan)区(qu)(qu)循(xun)环化改造(zao),促进园(yuan)区(qu)(qu)内企业(ye)(ye)(ye)废物(wu)资(zi)源交换(huan)利用(yong)和能源资(zi)源交互利用(yong),加强工(gong)业(ye)(ye)(ye)余热余压(ya)、废水废气废液资(zi)源化利用(yong),完善园(yuan)区(qu)(qu)内产(chan)(chan)业(ye)(ye)(ye)的(de)绿(lv)色(se)(se)低(di)(di)碳链条(tiao),推动(dong)基础设施共建共享(xiang),推动(dong)绿(lv)色(se)(se)园(yuan)区(qu)(qu)向(xiang)近零(ling)碳、零(ling)碳园(yuan)区(qu)(qu)升级改造(zao)。到2025年,累计创(chuang)建自治区(qu)级以上绿色低碳工(gong)业园(yuan)区(qu)15家。

4.推动中小(xiao)企业(ye)绿(lv)色低(di)碳(tan)(tan)发(fa)展。强化(hua)中小(xiao)企业(ye)绿(lv)色发(fa)展意(yi)识,引导中小(xiao)企业(ye)优(you)化(hua)资(zi)源配置,建立绿(lv)色生(sheng)产模式。为中小(xiao)企业(ye)开(kai)展节能诊(zhen)断服(fu)务,提升中小(xiao)企业(ye)绿(lv)色发(fa)展专业(ye)化(hua)能力(li)。在绿(lv)色低(di)碳(tan)(tan)产品开(kai)发(fa)和(he)技术创新(xin)(xin)等领域培育一批专精特新(xin)(xin)“小(xiao)巨人”,为中小(xiao)企业(ye)打造普(pu)惠的低(di)碳(tan)(tan)公共服(fu)务平台。

5.全面(mian)提升清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)水平。深入开展(zhan)清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)审核(he)(he)和(he)(he)评价(jia)认证,进(jin)一步规范清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)审核(he)(he)行(xing)为,提高(gao)清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)审核(he)(he)质量。开展(zhan)源头控制(zhi)与过程削减协同(tong),对重(zhong)(zhong)点(dian)(dian)行(xing)业实施节能、节水、节材(cai)、减污(wu)、降碳等系统性(xing)清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)改造。针对重(zhong)(zhong)点(dian)(dian)污(wu)染物(wu)排放量大的工(gong)(gong)艺环节,研发(fa)推广减污(wu)工(gong)(gong)艺和(he)(he)设(she)备,开展(zhan)应用示范。全面(mian)提升先进(jin)制(zhi)造业和(he)(he)重(zhong)(zhong)点(dian)(dian)产(chan)业的清(qing)(qing)(qing)洁(jie)生(sheng)产(chan)水平。

6.推(tui)动(dong)实(shi)施(shi)工业(ye)重点行业(ye)污(wu)染(ran)(ran)(ran)深度治理。督促企(qi)(qi)业(ye)落实(shi)“一(yi)企(qi)(qi)一(yi)策”三年污(wu)染(ran)(ran)(ran)治理方案,选择成熟稳定的高效(xiao)(xiao)废气治理技(ji)术,明确污(wu)染(ran)(ran)(ran)物减(jian)排措施(shi)和完成时限。推(tui)进钢(gang)铁、水泥等(deng)行业(ye)超低排放改(gai)造(zao)。研究重点区域(yu)钢(gang)铁、石化(hua)、电(dian)解铝、煤化(hua)工等(deng)重点行业(ye)污(wu)染(ran)(ran)(ran)物高效(xiao)(xiao)回(hui)收利用技(ji)术。推(tui)动(dong)重点企(qi)(qi)业(ye)开展污(wu)染(ran)(ran)(ran)物高效(xiao)(xiao)收集利用试点工程。

(五(wu))大力发展循环经济,促进资源节(jie)约增(zeng)效降碳

1.推(tui)动使(shi)用(yong)低碳(tan)(tan)原料(liao)。在(zai)保(bao)证水(shui)泥(ni)(ni)产(chan)品质量的(de)(de)前提(ti)下,推(tui)广高(gao)固废(fei)(fei)掺(chan)量的(de)(de)低碳(tan)(tan)水(shui)泥(ni)(ni)生产(chan)技术,引导(dao)水(shui)泥(ni)(ni)企业使(shi)用(yong)非碳(tan)(tan)酸(suan)盐(yan)原料(liao)制(zhi)水(shui)泥(ni)(ni)。推(tui)进水(shui)泥(ni)(ni)窑协同(tong)处置(zhi)垃圾衍生可(ke)燃(ran)物。鼓(gu)励有条件的(de)(de)企业利(li)用(yong)可(ke)再(zai)生能源(yuan)制(zhi)氢,优(you)化(hua)(hua)(hua)煤化(hua)(hua)(hua)工(gong)、合成氨、甲醇等(deng)(deng)原料(liao)结(jie)构。支持发展生物质化(hua)(hua)(hua)工(gong),推(tui)动石化(hua)(hua)(hua)原料(liao)多(duo)元化(hua)(hua)(hua)。鼓(gu)励依(yi)法依(yi)规进口再(zai)生原料(liao),提(ti)升再(zai)生资源(yuan)供给(ji)能力。提(ti)高(gao)再(zai)生资源(yuan)原料(liao)替代(dai)比(bi)例,重(zhong)点加强废(fei)(fei)钢铁、废(fei)(fei)有色(se)金(jin)属、废(fei)(fei)塑料(liao)等(deng)(deng)重(zhong)点品种对原生资源(yuan)替代(dai)。

3.完善(shan)再(zai)(zai)生(sheng)(sheng)资(zi)源(yuan)循环(huan)(huan)利(li)用(yong)体(ti)系。延伸(shen)再(zai)(zai)生(sheng)(sheng)资(zi)源(yuan)精深加(jia)工产(chan)业链条,推动(dong)废(fei)金属、废(fei)塑料、废(fei)旧(jiu)轮胎等(deng)再(zai)(zai)生(sheng)(sheng)资(zi)源(yuan)高值利(li)用(yong),提升再(zai)(zai)生(sheng)(sheng)资(zi)源(yuan)利(li)用(yong)率(lv)。实施再(zai)(zai)生(sheng)(sheng)资(zi)源(yuan)行业规范管理,鼓励符合(he)规范条件的(de)企业公布碳足迹。促进钢铁、铜、铝、铅、锌、镍、钴(gu)、锂等(deng)高效再(zai)(zai)生(sheng)(sheng)循环(huan)(huan)利(li)用(yong)。研究退(tui)役光伏组件、废(fei)弃(qi)风电叶片等(deng)资(zi)源(yuan)化利(li)用(yong)的(de)技术路线(xian)和实施路径。围绕电器电子、汽车(che)等(deng)产(chan)品,推行生(sheng)(sheng)产(chan)者责任延伸(shen)制度。推动(dong)新能源(yuan)汽车(che)动(dong)力(li)电池回收利(li)用(yong)体(ti)系建(jian)设。

(六)加快低碳技(ji)术创新,提供工业降碳科技(ji)支撑(cheng)

1.推进低碳(tan)(tan)技(ji)(ji)术(shu)(shu)(shu)攻(gong)关(guan)和(he)产业应用(yong)(yong)(yong)。强化(hua)(hua)关(guan)键(jian)共性(xing)技(ji)(ji)术(shu)(shu)(shu)攻(gong)关(guan),在化(hua)(hua)石能源清(qing)洁高(gao)(gao)效利用(yong)(yong)(yong)、大容量风电、高(gao)(gao)效光(guang)伏、高(gao)(gao)效储能、可再生能源制(zhi)氢、温和(he)条(tiao)件二(er)氧化(hua)(hua)碳(tan)(tan)资源化(hua)(hua)利用(yong)(yong)(yong)等(deng)(deng)重点领(ling)域布局(ju)一批(pi)科技(ji)(ji)项目,着力实现风电关(guan)键(jian)设(she)备及零(ling)部件、煤制(zhi)气(qi)与其他化(hua)(hua)工(gong)产品(pin)季节性(xing)转(zhuan)换工(gong)艺技(ji)(ji)术(shu)(shu)(shu)的(de)突破。加快成果转(zhuan)移转(zhuan)化(hua)(hua),推动(dong)先(xian)进适用(yong)(yong)(yong)低碳(tan)(tan)技(ji)(ji)术(shu)(shu)(shu)、碳(tan)(tan)捕集利用(yong)(yong)(yong)与封(feng)存技(ji)(ji)术(shu)(shu)(shu)、首台(套)重大技(ji)(ji)术(shu)(shu)(shu)装(zhuang)备等(deng)(deng)先(xian)进低碳(tan)(tan)新技(ji)(ji)术(shu)(shu)(shu)、新工(gong)艺、新设(she)备、新材料示(shi)范(fan)和(he)推广。优先(xian)支持新疆(jiang)油田、吐哈油田碳(tan)(tan)封(feng)存示(shi)范(fan),建立(li)一批(pi)百(bai)万吨级以(yi)上的(de)全流程(cheng)试(shi)验(yan)示(shi)范(fan)项目。支持煤电、石化(hua)(hua)化(hua)(hua)工(gong)、冶金、建材等(deng)(deng)行业开展二(er)氧化(hua)(hua)碳(tan)(tan)回(hui)收与循环(huan)利用(yong)(yong)(yong)试(shi)点示(shi)范(fan)。

2.开展低(di)碳(tan)(tan)化(hua)技(ji)术改造示范。聚焦钢铁、建(jian)材、石化(hua)化(hua)工(gong)(gong)、有色金属等行(xing)业(ye)(ye),实施工(gong)(gong)艺(yi)深度脱碳(tan)(tan)、原燃料替代(dai)、工(gong)(gong)业(ye)(ye)流程再造、电气(qi)化(hua)改造、二氧化(hua)碳(tan)(tan)回收(shou)与循(xun)环(huan)利用等低(di)碳(tan)(tan)技(ji)术示范工(gong)(gong)程。推(tui)进生(sheng)产制造工(gong)(gong)艺(yi)革新和设备改造,减(jian)少工(gong)(gong)业(ye)(ye)过程温室气(qi)体排(pai)放(fang)。鼓(gu)励大(da)型龙头企业(ye)(ye)发挥(hui)引领(ling)作用,形成一批可(ke)复制可(ke)推(tui)广的行(xing)业(ye)(ye)方案和技(ji)术经验。

3.强(qiang)(qiang)化(hua)低(di)(di)碳(tan)技术(shu)创(chuang)新(xin)载体平(ping)台(tai)建(jian)(jian)设。推动(dong)构(gou)建(jian)(jian)以企业为主体,产学研(yan)协(xie)作、上下(xia)游协(xie)同的低(di)(di)碳(tan)零(ling)碳(tan)负(fu)碳(tan)技术(shu)创(chuang)新(xin)体系。深化(hua)创(chuang)新(xin)驱动(dong)发(fa)展(zhan),着力(li)打(da)造丝绸(chou)之路经济带区域(yu)(yu)创(chuang)新(xin)高(gao)地,加快(kuai)培育建(jian)(jian)设国(guo)家实(shi)验室新(xin)疆基地、全国(guo)重(zhong)(zhong)点实(shi)验室、国(guo)家技术(shu)创(chuang)新(xin)中(zhong)心等国(guo)家级(ji)(ji)平(ping)台(tai),推动(dong)国(guo)有企业建(jian)(jian)设科(ke)(ke)技研(yan)发(fa)平(ping)台(tai)。围绕化(hua)工(gong)新(xin)能(neng)源、新(xin)材料等优势产业,瞄(miao)准国(guo)内外(wai)科(ke)(ke)技前沿,加强(qiang)(qiang)与高(gao)校(xiao)、科(ke)(ke)研(yan)院所合作,推进低(di)(di)碳(tan)领域(yu)(yu)新(xin)型研(yan)发(fa)机构(gou)和(he)(he)重(zhong)(zhong)大产业创(chuang)新(xin)平(ping)台(tai)建(jian)(jian)设,积(ji)极创(chuang)建(jian)(jian)国(guo)家级(ji)(ji)和(he)(he)自治区级(ji)(ji)低(di)(di)碳(tan)技术(shu)重(zhong)(zhong)点实(shi)验室、工(gong)程(cheng)研(yan)究(jiu)中(zhong)心、制造业创(chuang)新(xin)中(zhong)心,增强(qiang)(qiang)低(di)(di)碳(tan)科(ke)(ke)技创(chuang)新(xin)能(neng)力(li)。

(七)推动工业数(shu)字(zi)(zi)化(hua)(hua)转型(xing),数(shu)字(zi)(zi)化(hua)(hua)智能(neng)化(hua)(hua)低碳化(hua)(hua)融合(he)发(fa)展(zhan)

1.推动数字技(ji)术与(yu)工(gong)业降碳融合(he)发展。利用5G、大数(shu)据(ju)、云计算、人(ren)工(gong)智(zhi)能(neng)、区块链、工(gong)业(ye)互联网、物联网等(deng)新(xin)一代(dai)信息(xi)技(ji)术对工(gong)艺(yi)流程(cheng)、设(she)备(bei)升级改造,推动(dong)制造过程(cheng)的关键工(gong)艺(yi)装备(bei)智(zhi)能(neng)感知和控制系统、过程(cheng)多目(mu)标优化、经营决策优化等(deng),实现生产过程(cheng)物质流、能(neng)量流等(deng)信息(xi)采集监控、智(zhi)能(neng)分析和精细(xi)管理(li)。开展“绿色数(shu)字(zi)技(ji)术”试点示(shi)范,推动(dong)数(shu)字(zi)技(ji)术赋能(neng)工(gong)业(ye)绿色低碳转型。

2.建设(she)数字(zi)化能(neng)碳管(guan)理体(ti)系(xi)。鼓励(li)研发(fa)数字(zi)技(ji)术赋能(neng)能(neng)耗(hao)与(yu)(yu)碳排(pai)放(fang)(fang)监(jian)(jian)测管(guan)理工具,推动(dong)(dong)企业强化生(sheng)产过程物(wu)质(zhi)流(liu)、能(neng)量(liang)流(liu)等信息采集监(jian)(jian)控(kong)、智(zhi)能(neng)分析(xi)和精细管(guan)理,构建碳排(pai)放(fang)(fang)数据(ju)计量(liang)、监(jian)(jian)测、分析(xi)体(ti)系(xi),实现(xian)能(neng)碳管(guan)理一体(ti)化。推动(dong)(dong)重(zhong)(zhong)点用(yong)能(neng)设(she)备上云,持续优化工业重(zhong)(zhong)点用(yong)能(neng)单(dan)位能(neng)耗(hao)在线(xian)监(jian)(jian)测系(xi)统功能(neng),提升企业稳定联(lian)网率和数据(ju)质(zhi)量(liang),建立(li)企业碳排(pai)放(fang)(fang)和重(zhong)(zhong)点产品碳足迹基础数据(ju)库,促进能(neng)耗(hao)与(yu)(yu)碳排(pai)放(fang)(fang)的数字(zi)化管(guan)理、网络化协同(tong)、智(zhi)能(neng)化管(guan)控(kong)水平提升。

3.工业互联(lian)网、大数(shu)据助力工业降碳。发挥工业互联(lian)网、大数(shu)据等技术优势(shi),充分挖掘工业低(di)碳基础数(shu)据价值,为生产流程再造、跨(kua)行业协同等提供(gong)数(shu)据支撑。聚焦关键碳排放(fang)环节、能源管控(kong)等典型(xing)应用场(chang)景,培育“工业互联(lian)网+绿色(se)低碳(tan)”解决方(fang)案(an)及工业APP,深(shen)化工(gong)(gong)业(ye)(ye)互联网在石化化工(gong)(gong)、有色金属、建材、钢铁、纺织(zhi)、装(zhuang)备等(deng)重点行业(ye)(ye)创新应用,通(tong)过规模化推广(guang)助力工(gong)(gong)业(ye)(ye)降碳。

三、重点行动

(一)重(zhong)点行(xing)业碳达峰(feng)行(xing)动

1.钢(gang)(gang)铁(tie)(tie)行业(ye)。严(yan)格落(luo)实产(chan)(chan)(chan)能(neng)(neng)置换相关(guan)规定,依法依规化解过剩产(chan)(chan)(chan)能(neng)(neng),推(tui)动清洁(jie)能(neng)(neng)源(yuan)与(yu)钢(gang)(gang)铁(tie)(tie)产(chan)(chan)(chan)业(ye)协同发展,大力推(tui)进非高(gao)炉炼铁(tie)(tie)技术示(shi)范(fan),推(tui)进短(duan)流(liu)程(cheng)炼钢(gang)(gang)和短(duan)流(liu)程(cheng)铸(zhu)造,推(tui)行全(quan)废(fei)钢(gang)(gang)电(dian)炉工(gong)艺(yi),提升废(fei)钢(gang)(gang)资源(yuan)回收利用水平。鼓励钢(gang)(gang)化联产(chan)(chan)(chan),探(tan)索开展氢冶(ye)金、二氧化碳(tan)捕(bu)集利用一体化等(deng)试点示(shi)范(fan)。优化产(chan)(chan)(chan)品结(jie)构,提高(gao)高(gao)强高(gao)韧、耐蚀耐候、节材(cai)节能(neng)(neng)等(deng)低碳(tan)产(chan)(chan)(chan)品应用比例。到2025年(nian)(nian),全区废钢铁(tie)加(jia)工准入企(qi)业年(nian)(nian)加(jia)工能力(li)达到300万吨,短流程炼钢占比达15%以(yi)上。到2030年,富氢碳(tan)循环高炉(lu)(lu)冶炼、氢基竖炉(lu)(lu)直接(jie)还原铁、碳(tan)捕集利(li)用封存等技术(shu)取得突破应(ying)用,短流程炼钢(gang)占比达(da)20%以上。

2.有色金(jin)属行业。新建及改(gai)扩建冶炼(lian)项目须(xu)符合行业规范条件(jian),且(qie)达到(dao)能耗限(xian)额(e)标(biao)准先进值。增加绿电使用(yong)比例,逐步提升短流程工艺比重,实施一批铝(lv)用(yong)高质量阳极示范、铜(tong)连续吹炼(lian)、大(da)直径竖罐(guan)双蓄热底出(chu)渣(zha)炼(lian)镁等技改(gai)工程,提升铝(lv)水直接合金(jin)化比例。加快氧化铝(lv)高效(xiao)溶(rong)出(chu)、低碳铝(lv)电解、电解槽余热回收(shou)、冶炼(lian)余热回收(shou)、氨法炼(lian)锌等技术(shu)研发推广。到(dao)2025年,铝(lv)水直(zhi)接合(he)金化比(bi)例进一步提升。到2030年(nian),电(dian)解铝使用清洁能(neng)源比例进一步提高到30%以上。

3.石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)行业。推动石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)原(yuan)(yuan)料轻质(zhi)化(hua)(hua)(hua),增(zeng)加天然气、乙(yi)烷(wan)、丙烷(wan)、轻烃等富氢原(yuan)(yuan)料使用(yong)(yong),提(ti)高低碳原(yuan)(yuan)料比(bi)重。推广应用(yong)(yong)重质(zhi)渣油清(qing)洁加工(gong)、原(yuan)(yuan)油直接裂解(jie)制乙(yi)烯、新一代离子膜电解(jie)槽等技(ji)术装备。开发可(ke)再生(sheng)资源制取化(hua)(hua)(hua)学品、甲烷(wan)转(zhuan)化(hua)(hua)(hua)合成化(hua)(hua)(hua)学品等技(ji)术。加快推动行业“减油增(zeng)化(hua)(hua)(hua)”,加快部署大规(gui)模碳捕集利用(yong)(yong)封存产业化(hua)(hua)(hua)示范(fan)项目。到2025年,“减油增化”取得积极进(jin)展(zhan),新建炼化一体化项目(mu)成品油产量占原油加工量比例降至40%以下(xia),加快部署生物(wu)固碳(tan)和(he)化(hua)工(gong)固碳(tan)相结合的二氧化(hua)碳(tan)捕集(ji)和(he)资源化(hua)利(li)用。到2030年,合成气一步法制烯(xi)烃、乙(yi)醇等短流程合成技术(shu)实现(xian)规模化(hua)应用。

4.建材行(xing)业。严(yan)格执行(xing)水(shui)泥、平板玻(bo)璃产能置换政策,依(yi)法依(yi)规淘汰落后产能。支持垃圾衍生(sheng)燃料、塑料、橡胶、生(sheng)物(wu)质燃料等可(ke)燃废(fei)弃物(wu)高比例替(ti)代燃煤。充分使用电石(shi)(shi)渣(zha)等非碳(tan)酸盐原料替(ti)代石(shi)(shi)灰石(shi)(shi),鼓励使用粉煤灰、工业废(fei)渣(zha)、尾(wei)矿渣(zha)等含钙资源作为原料或水(shui)泥混合材。到2025年,水(shui)泥(ni)熟料(liao)单位产品综合能(neng)耗水(shui)平(ping)下降3%以上。到(dao)2030年,原燃料替代水平大幅(fu)提(ti)高(gao),突破玻璃(li)熔窑窑外(wai)预热(re)、窑炉(lu)氢(qing)能煅烧等低碳(tan)(tan)技术,在水泥(ni)、玻璃(li)、陶(tao)瓷等行业改(gai)造建设(she)一(yi)批减污降碳(tan)(tan)协同增(zeng)效的绿色低碳(tan)(tan)生产线(xian),实现窑炉(lu)碳(tan)(tan)捕集利用封存技术产业化应用,单位产品能耗进一(yi)步(bu)降低。

5.消费品行(xing)业。纺织行(xing)业发展涤纶(lun)、氨纶(lun)、腈纶(lun)等(deng)(deng)纤(xian)维的智能化(hua)(hua)高效柔性(xing)制备(bei)技术,引导印染(ran)(ran)企业采用先进染(ran)(ran)色技术、环(huan)(huan)保(bao)节能设备(bei)、生态环(huan)(huan)保(bao)型(xing)染(ran)(ran)料和高性(xing)能助剂,推广筒子纱数(shu)字化(hua)(hua)成套(tao)自(zi)动(dong)染(ran)(ran)色、数(shu)码(ma)印花等(deng)(deng)无水或少水印染(ran)(ran)工艺技术。应(ying)用低温印染(ran)(ran)、小浴比染(ran)(ran)色、针织物(wu)连续印染(ran)(ran)等(deng)(deng)先进工艺。加快(kuai)推动(dong)废(fei)旧纺织品循环(huan)(huan)利用。到2025年,印染(ran)行业水重复(fu)利用(yong)率达50%。到(dao)2030年,印染低能耗技术在行业中广(guang)泛应(ying)用(yong)。医药行业推(tui)动原料药产(chan)业绿色发(fa)展,推(tui)进绿色生产(chan)技术改(gai)造,提高(gao)大宗原料药绿色产(chan)品比重(zhong),加(jia)快发(fa)展特(te)色原料药和高(gao)端定制原料药,依法依规(gui)淘汰(tai)落后技术和产(chan)品,推(tui)广(guang)高(gao)效提取纯化、绿色酶法合成、微通道反应(ying)等(deng)绿色工(gong)艺。到(dao)2025年,推(tui)广应用一批关键核(he)心绿色技(ji)术,初步在伊犁建成国家(jia)大宗原(yuan)料药产业集中生产基地。到2030年,全面实现行业绿色生产技术替代(dai),单(dan)位(wei)工(gong)业增加值能耗、二氧(yang)化碳排放强(qiang)度大幅下(xia)降(jiang)。

6.装(zhuang)备(bei)(bei)行业(ye)。围(wei)绕新(xin)能源装(zhuang)备(bei)(bei)、电力装(zhuang)备(bei)(bei)、工(gong)程(cheng)机械、汽车、农用机械、石化通用装(zhuang)备(bei)(bei)等(deng)领(ling)域绿(lv)色(se)低碳需(xu)求,推进(jin)铸造与(yu)主(zhu)机企业(ye)相配套(tao)集群化发(fa)展(zhan),加强先进(jin)铸造、焊接与(yu)热处理等(deng)基础制造工(gong)艺与(yu)新(xin)技术(shu)融合发(fa)展(zhan)。到2025年,积(ji)极开(kai)展无模铸造、激光(guang)热(re)处理等(deng)先进(jin)近(jin)净成形工艺技术推广。到2030年,研发创新一(yi)批先进适用绿色(se)低碳(tan)工艺,大幅降低生(sheng)产过(guo)程能(neng)耗,支(zhi)撑装备制造业绿色(se)化(hua)转型发展。

7.电(dian)子行(xing)业(ye)。推动行(xing)业(ye)集(ji)聚和低(di)碳发(fa)展,降低(di)非电(dian)能源消费占比。以电(dian)子材(cai)料、元器(qi)件、典型(xing)电(dian)子整机产(chan)品为重(zhong)点(dian),大力推进单晶硅、电(dian)极(ji)箔、锂电(dian)材(cai)料等生(sheng)产(chan)工艺的改进。加(jia)快推广(guang)多晶硅闭(bi)环(huan)制(zhi)造工艺、大尺寸(cun)单晶硅拉棒(bang)切(qie)片(pian)、柔(rou)性薄膜(mo)电(dian)池(chi)、钙铁矿及叠(die)层电(dian)池(chi)等先进技术研发(fa)和产(chan)业(ye)化应用。到2025年,连续拉晶技(ji)术应用范围(wei)95%以上,锂电材(cai)料非(fei)电能(neng)源(yuan)应用(yong)比例进一步降(jiang)低。到(dao)2030年(nian),电(dian)子材料、电(dian)子整机产(chan)品能(neng)耗显著下降(jiang)。

(二)绿(lv)色低碳产(chan)品供给(ji)提升(sheng)行动

1.提升(sheng)绿(lv)色(se)低碳产(chan)(chan)品(pin)(pin)(pin)开发推(tui)广(guang)能力。聚(ju)焦自(zi)(zi)治区特色(se)优(you)势(shi)产(chan)(chan)业(ye)、战略(lve)性(xing)新兴产(chan)(chan)业(ye)的(de)(de)重(zhong)点(dian)工(gong)(gong)业(ye)产(chan)(chan)品(pin)(pin)(pin),加快推(tui)行绿(lv)色(se)设(she)计,引(yin)导企(qi)业(ye)引(yin)入并应用(yong)产(chan)(chan)品(pin)(pin)(pin)全生命周期管理方(fang)法,选(xuan)取核心产(chan)(chan)品(pin)(pin)(pin)核算(suan)产(chan)(chan)品(pin)(pin)(pin)碳足迹。聚(ju)焦关注(zhu)度高、市场前(qian)景好的(de)(de)工(gong)(gong)业(ye)产(chan)(chan)品(pin)(pin)(pin),以减污降(jiang)碳协同增(zeng)效为目标,鼓励企(qi)业(ye)采用(yong)自(zi)(zi)我声明或(huo)自(zi)(zi)愿(yuan)性(xing)认证(zheng)方(fang)式(shi),发布绿(lv)色(se)低碳产(chan)(chan)品(pin)(pin)(pin)名单。探索推(tui)行绿(lv)色(se)产(chan)(chan)品(pin)(pin)(pin)认证(zheng)与(yu)标识制(zhi)度。到2025年,培育创建一批生态(绿色)设计示范企业,开发推广百(bai)种(zhong)绿色低碳产品。

2.绿(lv)色低(di)碳产(chan)(chan)品支撑能(neng)(neng)源生产(chan)(chan)领(ling)域低(di)碳发展(zhan)(zhan)(zhan)。加(jia)快(kuai)能(neng)(neng)源电(dian)(dian)子产(chan)(chan)业(ye)高(gao)质量(liang)发展(zhan)(zhan)(zhan)统(tong)筹规(gui)划,在光伏(fu)(fu)、新(xin)型储能(neng)(neng)、重点终端应用、关键(jian)信息技术等(deng)领(ling)域强化(hua)产(chan)(chan)品协(xie)同(tong)创新(xin)。贯(guan)彻落实智能(neng)(neng)光伏(fu)(fu)产(chan)(chan)业(ye)发展(zhan)(zhan)(zhan)行动计划并(bing)开展(zhan)(zhan)(zhan)试点示(shi)范(fan),加(jia)快(kuai)推(tui)动基础(chu)材料、关键(jian)设备(bei)(bei)升(sheng)级。提升(sheng)先(xian)进太阳(yang)能(neng)(neng)电(dian)(dian)池及(ji)部件(jian)(jian)(jian)智能(neng)(neng)制(zhi)造水(shui)平,提高(gao)光伏(fu)(fu)产(chan)(chan)品全生命周期信息化(hua)管理水(shui)平。持(chi)续推(tui)动风电(dian)(dian)机组(zu)稳步发展(zhan)(zhan)(zhan),开展(zhan)(zhan)(zhan)高(gao)空风电(dian)(dian)机组(zu)预研。优化(hua)实施(shi)光伏(fu)(fu)、锂电(dian)(dian)等(deng)行业(ye)规(gui)范(fan)条件(jian)(jian)(jian)、综合标准体(ti)系(xi),重点攻(gong)克变流器(qi)、主轴承、联(lian)轴器(qi)、电(dian)(dian)控系(xi)统(tong)及(ji)核心元(yuan)器(qi)件(jian)(jian)(jian),完(wan)善风电(dian)(dian)装备(bei)(bei)产(chan)(chan)业(ye)链。

3.绿色低碳产(chan)品支撑交通运(yun)(yun)输(shu)领(ling)域低碳发(fa)(fa)展。鼓励发(fa)(fa)展新(xin)(xin)能(neng)源(yuan)汽车(che)(che),引进(jin)配套整机生(sheng)产(chan)的零(ling)(ling)部件制(zhi)造(zao)企(qi)(qi)业(ye)(ye)(ye),有序推进(jin)零(ling)(ling)部件生(sheng)产(chan)协(xie)作(zuo)(zuo)与配套,提高(gao)优势行业(ye)(ye)(ye)主机装备(bei)的疆内协(xie)作(zuo)(zuo)配套率。提高(gao)自治区城(cheng)市(shi)(shi)公交、出租汽车(che)(che)、邮政快(kuai)递、环卫、城(cheng)市(shi)(shi)物(wu)流配送(song)等领(ling)域新(xin)(xin)能(neng)源(yuan)汽车(che)(che)比例(li),以及新(xin)(xin)能(neng)源(yuan)汽车(che)(che)的个人消费比例(li)。加快(kuai)充(chong)电桩建设,创(chuang)新(xin)(xin)应用换电模式(shi),构(gou)建便利高(gao)效适度超前的充(chong)电网络体(ti)系(xi)。鼓励企(qi)(qi)业(ye)(ye)(ye)更新(xin)(xin)使(shi)用新(xin)(xin)能(neng)源(yuan)车(che)(che)辆,推进(jin)货运(yun)(yun)、城(cheng)市(shi)(shi)公共服务、工(gong)矿企(qi)(qi)业(ye)(ye)(ye)内部车(che)(che)辆电动化替(ti)代,推动企(qi)(qi)业(ye)(ye)(ye)使(shi)用电动运(yun)(yun)输(shu)车(che)(che)辆。到2030年(nian),当年(nian)新增新能(neng)源、清(qing)洁(jie)能(neng)源动力的交(jiao)通工具比例达(da)到40%左(zuo)右,乘用车和商(shang)用车新车二氧化(hua)碳排放强度分(fen)别比(bi)2020年下降25%20%以上。

4.绿(lv)色(se)(se)(se)低碳(tan)(tan)(tan)产(chan)(chan)品(pin)(pin)支撑城乡建(jian)(jian)设领(ling)域低碳(tan)(tan)(tan)发(fa)展(zhan)。开展(zhan)绿(lv)色(se)(se)(se)建(jian)(jian)材(cai)(cai)试点城市(shi)创建(jian)(jian)和绿(lv)色(se)(se)(se)建(jian)(jian)材(cai)(cai)下乡行动,推(tui)广应用(yong)节能玻璃、高(gao)性能门窗、新(xin)型(xing)保温材(cai)(cai)料、建(jian)(jian)筑用(yong)热轧型(xing)钢和耐候(hou)钢、新(xin)型(xing)墙体材(cai)(cai)料,推(tui)动优(you)先选用(yong)获得(de)绿(lv)色(se)(se)(se)建(jian)(jian)材(cai)(cai)认证标识的(de)产(chan)(chan)品(pin)(pin),利用(yong)二氧化(hua)碳(tan)(tan)(tan)矿化(hua)技术生产(chan)(chan)全固废负碳(tan)(tan)(tan)绿(lv)色(se)(se)(se)建(jian)(jian)材(cai)(cai),鼓(gu)励发(fa)展(zhan)装(zhuang)配式建(jian)(jian)筑。推(tui)广高(gao)效节能的(de)空调、照(zhao)明器具、电(dian)梯等用(yong)能设备(bei),扩大(da)太阳能热水(shui)器、分(fen)布式光伏、高(gao)效热泵等清洁能源设备(bei)在建(jian)(jian)筑领(ling)域应用(yong)。

四(si)、政策(ce)保障

(一)强化(hua)财税政策(ce)支持。统(tong)筹利用(yong)好(hao)节能减排专项资(zi)金,落(luo)实(shi)好(hao)资(zi)源综合利用(yong)等税收优惠(hui)政策(ce)。严(yan)格(ge)执行政府绿(lv)色(se)采购标准(zhun),加大(da)绿(lv)色(se)低碳产品采购力度。落(luo)实(shi)国家首台套重大(da)技术装备、首批次重点新(xin)材料应用(yong)保险(xian)补偿机制,支持符合条件(jian)的(de)绿(lv)色(se)技术装备、绿(lv)色(se)材料应用(yong)。

(二)积极发展(zhan)绿(lv)(lv)色(se)金融(rong)。鼓(gu)励(li)金融(rong)机构(gou)开发绿(lv)(lv)色(se)金融(rong)产(chan)品,利用好碳(tan)减排支(zhi)持(chi)工(gong)具(ju),引导金融(rong)机构(gou)为绿(lv)(lv)色(se)低(di)碳(tan)项(xiang)目提供长期(qi)限、低(di)成本资金,鼓(gu)励(li)开发性政策性金融(rong)机构(gou)按照(zhao)市场(chang)化法(fa)治化原则为碳(tan)达峰(feng)行(xing)动提供长期(qi)稳定的(de)(de)融(rong)资支(zhi)持(chi)。推动利用绿(lv)(lv)色(se)信(xin)贷(dai)加快制(zhi)造(zao)业(ye)(ye)绿(lv)(lv)色(se)低(di)碳(tan)改(gai)造(zao),在钢(gang)铁(tie)、石化化工(gong)、有(you)色(se)金属、建材等(deng)行(xing)业(ye)(ye)支(zhi)持(chi)一批低(di)碳(tan)技(ji)改(gai)项(xiang)目。拓展(zhan)绿(lv)(lv)色(se)债券(quan)市场(chang)的(de)(de)深度和广度,鼓(gu)励(li)符合(he)条(tiao)件的(de)(de)绿(lv)(lv)色(se)企业(ye)(ye)上市融(rong)资、挂(gua)牌融(rong)资和再(zai)融(rong)资。

(三(san))完善市场(chang)机制。认真落实国家碳市场(chang)交(jiao)易工(gong)作部署,充分利(li)用全国碳排放(fang)权(quan)交(jiao)易市场(chang)作用,加强(qiang)碳排放(fang)数据质量监(jian)管,引导企业开展自主(zhu)减(jian)排。积极(ji)推行合同能源管理,推广节能咨询、诊断、设计、融资、改(gai)造(zao)、托(tuo)管等“一站(zhan)式(shi)”综(zong)合服务模式(shi)。

五(wu)、组织实施

(一)加(jia)强(qiang)(qiang)组(zu)织领(ling)导。按照自治区碳(tan)达峰碳(tan)中和工(gong)(gong)作(zuo)(zuo)领(ling)导小组(zu)的统一部署(shu),加(jia)强(qiang)(qiang)组(zu)织协调,强(qiang)(qiang)化部门(men)合(he)作(zuo)(zuo),明确责(ze)任分工(gong)(gong)、工(gong)(gong)作(zuo)(zuo)要求(qiu)和时(shi)间进(jin)(jin)度,统筹推进(jin)(jin)工(gong)(gong)业领(ling)域碳(tan)达峰的各项重点工(gong)(gong)作(zuo)(zuo)。加(jia)强(qiang)(qiang)对地(di)(di)州市(shi)的指导,及时(shi)调度各地(di)(di)州市(shi)工(gong)(gong)业领(ling)域碳(tan)达峰工(gong)(gong)作(zuo)(zuo)进(jin)(jin)展。

(二(er))强化责任(ren)落实。加强各成员(yuan)单(dan)位协同配合,各司其职,形成工(gong)作合力。各地州(zhou)市要结合本地区工(gong)业发展(zhan)实际,按照本方(fang)案编制本地区相关方(fang)案,切实做好(hao)本地区工(gong)业碳(tan)达(da)峰工(gong)作。国有(you)企业要制定碳(tan)达(da)峰实施方(fang)案,分(fen)解落实任(ren)务举(ju)措,建设碳(tan)排放信息披露制度,开展(zhan)重(zhong)大技(ji)术示(shi)范(fan),发挥引领作用。中小企业要切实提高绿色(se)低碳(tan)意(yi)识(shi),积极(ji)采用先进适用技(ji)术工(gong)艺,加快绿色(se)低碳(tan)转(zhuan)型。

(三)深化宣传引(yin)导(dao)。充分(fen)发挥行业(ye)(ye)(ye)协会(hui)、科(ke)研院所、专(zhuan)业(ye)(ye)(ye)组(zu)织、各类媒体的作用,大(da)力开展全(quan)国节能宣传周(zhou)、全(quan)国低碳(tan)日活动(dong),多(duo)渠道多(duo)形式(shi)进行宣传教育。围(wei)绕绿(lv)色低碳(tan)、节能减(jian)排等领域(yu),加(jia)大(da)相(xiang)关专(zhuan)业(ye)(ye)(ye)人才培养力度,开展碳(tan)达峰(feng)碳(tan)中和管理培训。鼓励企业(ye)(ye)(ye)组(zu)织碳(tan)减(jian)排相(xiang)关公众开放(fang)日活动(dong),引(yin)导(dao)建立绿(lv)色生产消费模式(shi),为工(gong)业(ye)(ye)(ye)绿(lv)色低碳(tan)发展营造良好环境。
